Development of energy markers is accompanied by deregulation, that is, the decrease of the degree of state regulation and the development of market mechanisms. Effective competition on the market reduces the need for external regulation, mainly due to the fact that it relies on the self-regulatory mechanism that excludes of surplus income. Competition forces EU companies to reduce costs, stimulates innovation and development. The processes of liberalization and deregulation of energy markets are not the same in different countries. As noted in the European Strategy of Sustainable, Competitive and Safe Energy (2006), Europe has not yet created fully competitive domestic energy markets. We made the conclusion that the effective legislative and regulatory framework should be developed, adopted and implemented in order to create effective energy market.

In each case, the analysis is set in the context of the various programmes of energy market liberalization and privatization in the Member States, which aresummarized in this book. This aspiration was very much in line with an international political economy driven by the neo-liberal (Washington) consensus. The central challenge for the EU is that the energy world has changed, while the EU has not. The rise of Asian energy consumers (China and India), more assertive energy producers (Russia), and the threat of climate change have securitized the IPE of energy, and turned it more 'realist'. The main research question is therefore: 'What does a liberal actor do in a realist world?' The overall answer as far as the EU is concerned is that it approaches energy challenges as a problem of market failure: imperfect competition on the supply side; inadequate supply of public goods on the demand side and in terms of infrastructure; and large externalities that arise both from non-energy events and from large-scale consumption of fossil fuels. A Liberal Actor in a Realist World assesses the changing nature of the global political economy of energy and the European Union's response, and the external dimension of the regulatory state. The book concludes that the EU's soft power has a hard edge, which is derived primarily from its regulatory power. This works best when it targets companies rather than governments, and it is more effective in the 'Near Abroad' than at the global level. Moreover, while the urgency which the 1970s energy crises brought to policy discussions may no longer exist, the emergence of new issues, such as the environment and economic liberalisation, have offered new challenges for energy policy. These issues also arise in a European setting. Early in 1995 the European Commission published a Green Paper on Energy Policy -indeed, as the manuscript was completed the Commission was finalising a White Paper -and the issue will be on the agenda of the 1996 Intergovernmental Conference. The outcome of these discussions is far from clear, but there is no doubt that, in one way or another the European Union will help to shape national energy policies for many years to come.
