Book excerpt: A large central government providing numerous public services has long been a hallmark of Swedish society, which is also well-known for its pursuit of equality. Yet in the 1990s, Sweden moved away from this tradition in education, introducing market-oriented reforms that decentralized authority over public schools and encouraged competition between private and public schools. Many wondered if this approach would improve educational quality, or if it might expand inequality that Sweden has fought so hard to hold down. In The Market Comes to Education in Sweden, economists Anders Björklund, Melissa Clark, Per-Anders Edin, Peter Fredriksson, and Alan Krueger measure the impact of Sweden's bold experiment in governing and help answer the questions that societies across the globe have been debating as they try to improve their children's education. The Market Comes to Education in Sweden injects some much-needed objectivity into the heavily politicized debate about the effectiveness of educational reform. While advocates for reform herald the effectiveness of competition in improving outcomes, others suggest that the reforms will grossly increase educational inequality for young people. The authors find that increased competition did help improve students' math and language skills, but only slightly, and with no effect on the performance of foreign-born students and those with low-educated parents. At the same time, youth unemployment has risen as employment in the manufacturing industries and the private sectors of the economy has declined. Measures instituted to ameliorate the unemployment problem include granting government subsidies to employers who hire and train young workers, increasing and facilitating access to education, and increasing the capacity of the employment service to handle placement and counseling. Part two of the book comprises a brief discussion of youth unemployment in Denmark, including a profile of the typical unemployed youth, a description of some experimental Danish schools, and suggestions for the future. Book excerpt: An empirical study concerning development of the Swedish educational system from a labor market point of view, and a theoretical study on human capital models are discussed. In "Education and Labour Market; The Swedish Experience 1900-1975," attention is directed to the following concerns: the official educational policy regarding education and the labor market; the objectives, means, and general perception of the relations between education and the economy; and organizational development of the public educational system. The quantitative development of the educational system and the effects of education on allocation and growth are reviewed. In addition, the distribution of educational resources is considered, along with the distributional effects of education due to its effect on such factors as earnings. International comparisons are also examined. In "Human Capital Models and Education," the models are developed mathematically and analyzed. All of the models address the same concerns: the educational choices individuals make, factors that explain educational choices, and relationships between education and earnings. For the Schooling Models the only choice the individual makes is the length of initial period of schooling. For Life Cycle Models, additional concerns are the level of training in the form of on-the-job training and recurrent education later in life. In Life Cycle Models Including Leisure Activities, the perspective is further extended, while Intergenerational Models of Individualistic Type and Household Models are possible alternatives or complements to the earlier Life Cycle Models. Each of the national profiles provides a brief overview of the evolution of the cultural composition of their respective school-aged student population; explains the trajectory of achievement results in non-immigrant and immigrant student groups in relation to both national and international large-scale assessment measures; and discusses the effectiveness of policy responses that have been adopted to close the achievement gap between non-immigrant and immigrant student populations. It also examines the relationships between education policies and immigrant student achievement and discusses how education policies have evolved across various cultural contexts. In conclusion, Part 3 analyzes cross-cultural approaches designed to address the performance disadvantage of immigrant students and proposes future areas of inquiry stemming from the national profiles. The book offers insights into a diverse cross-section of nations and policy approaches to addressing the performance disadvantage.

The chapters in this book reflect on these issues from micro, meso and macro perspectives; some are based on interviews with migrants and people who work with them, others on documents and literature about migration. There are different pathways for skilled migrants to vocations. Some start working in their previous vocations after arriving in the new environment. Some re-enter their professions but on a lower level. Some can re-train themselves in a new vocation, and some will go to further education, as studies in different chapters of this book suggest. Common for successful integration seems to be several intertwined factors: the target language competence, strong motivation and agency, supporting networks and supporting persons, as well as structural opportunities of the new environment. The book’s editorial board takes an eclectic view, hoping to start an academic debate about what ‘successful integration’ means. While discussions about the integration of migrants tend to focus on integration failures, there are millions of migrants, in different countries, who have successfully integrated into their new societies.
