The editors connect the preoccupations of Pacific archaeologists with those of their colleagues working in other island regions and on "big questions" of colonisation, migration, interaction and patterns and processes of cultural change in hitherto-uninhabited environments. These sorts of outward-looking, big-picture contextual studies are invaluable, but all too often are missing from locally- and regionally-oriented writing, very much to its detriment. In sum, the work strongly advances our understanding of the early prehistory of Fiji through its well-integrated combination of original research and the reinterpretation of existing knowledge in the context of wider theoretical and historical concerns. Smaller minorities, including Banabans, Rotumans, Chinese, Melanesians and other Pacific islanders are largely politically invisible, and socially and economically excluded. In January 2013, Fiji’s government rejected a draft constitution drawn up by an independent commission, and submitted it to be re-written by the Attorney-General’s office. This intervention threatens to significantly undermine the people’s confidence in the process, the final document and a democratic future for Fiji. Against the backdrop of these upheavals, this report provides insight into the underlying causes and consequences of ethnic tensions in Fiji, based on evidence drawn from extensive interviews across the diversity of Fiji’s ethnic groups. This report urges the government, civil society and religious and ethnic community leaders to promote understanding, tolerance and dialogue between groups. It also provides specific recommendations on tackling ethnic discrimination and exclusion.

From opium and weapons concealed aboard foreign steamships in the Qing dynasty to nylon stockings and wristwatches trafficked in the People’s Republic, contests between state and smuggler have exerted a surprising but crucial influence on the political economy of modern China. Seeking to consolidate domestic authority and confront foreign challenges, states introduced tighter regulations, higher taxes, and harsher enforcement. These interventions sparked widespread defiance, triggering further coercive measures. Smuggling simultaneously threatened the state’s power while inviting repression that strengthened its authority. Philip Thai chronicles the vicissitudes of smuggling in modern China—its practice, suppression, and significance—to demonstrate the intimate link between illicit coastal trade and the amplification of state power. China’s War on Smuggling shows that the fight against smuggling was not a simple law enforcement problem but rather an impetus to centralize authority and expand economic controls. The smuggling epidemic gave Chinese states pretext to define legal and illegal behavior, and the resulting constraints on consumption and movement remade everyday life for individuals, merchants, and communities. The islands are upon the opposite side of the world from England, for the meridian of 180° passes through the centre of the group crossing the island of Taviuni... That dauntless old rover, Abel Jansen Tasman, discovered them in 1643 on his way from Tonga in the Heemskirk and Zeehaan and named them "Prince William's Islands" and "Heemskirk's Shoals." After this, they were all but forgotten until July 2, 1774, when Captain James Cook sighted the small island of Vatoa in the extreme southeastern end of the group. The natives fled into the forest upon the approach of his boat, and he contented himself by leaving a knife, some medals and nails in a conspicuous place. Finding many sea-turtles in the region, he named his land-fall "Turtle Island," and then departed from the Fijis never to return.
