Book excerpt: This study represents a collaborative initiative by the World Bank and the Department of Animal Husbandry, Dairying and Fisheries Ministry of Agriculture, Government of India, to review the marine fisheries sub-sector, within a broader sector that also includes aquaculture and inland fisheries. The policy note provides a major step forward in understanding current issues and future opportunities facing the marine fisheries sub-sector. The marine fishing sub-sector accounts for approximately one percent of national Gross Domestic Product (GDP), but forms an important component of the rural coastal economy, generating income, employment, livelihoods, and food security for an estimated 3.52 million people along the 8,118 km Indian coastline, who depend on fishing for their livelihoods. The study represents an initial analytical review of the Indian marine sub-sector with special emphasis on inshore waters, which faces the greatest challenges for management and sustainable development. The main objectives of the study were to: a) appraise the general structure, conduct and performance of the marine fisheries sub-sector in India with particular focus on the role that marine fishery plays in rural livelihoods for coastal communities; b) identify the main constraints in the marine sub-sector that are impacting on biological sustainability and economically healthy fisheries; c) draw on national and international experience to recommend alternative policy approaches and strategies to address these issues; and d) inform the Government of India during subsequent consultations with key stakeholders about long-term transformations towards better sub-sector performance.

Fisheries development in India was initiated through a programme of planned technological change. The state of Kerala which is still the primary producer and exporter of marine fish from the country has been the focal point of this developmental strategy. Fisheries development in the state has not been studied in much detail in the past. This book born out of an earlier doctoral study is a vast treatise on the subject of technological change and economic development. It gives a blend of the economic theory of technological change and the process of fisheries development in the state of Kerala. The book, starting with a brief introductory chapter, enunciates the global literature on fisheries development, the conceptual framework and methodology of the study, the state of the art of the traditional sector of the primary marine fishing industry of Kerala, the process of technological change in the marine fishing industry of the state, their indicators, effects and characteristics, all in good succession and in great detail. The book in its core argues that the development achieved by the industry was limited and it was restricted by the limited growth strategy followed by the state. With a post-script, it keeps the reader abreast of the developments in the industry. The book, apart from its theoretical underpinning, is rich with empirical data garnered from various sources. It also offers an excellent bibliography on the subject. Its language is smooth. It should be appealing to students, teachers, scholars and policy makers everywhere. Book excerpt: The weak property rights regime governing the world's marine resources as well as the wide-spread large scale subsidization of the fisheries industry has led to serious depletion of global fish stocks. Against this backdrop, taking cognizance of developing country goals and concerns, the Fourth Ministerial Conference of the WTO held in Doha in 2001 mandated that negotiations over fisheries subsidies, formerly subject to the disciplines of the Agreement on Subsidies and Countervailing Measures, be completed by 2005. In view of this development, a country like India with its vast and versatile fisheries resources has to take stock of the state of its fisheries sector, and develop a strategic response to the global debate on fisheries subsidies. This book aims to initiate that process. It begins by providing an overview of the current state of subsidization of the fisheries sector, both domestic and international, under various alternate definitions of fisheries subsidies. It then focuses on the domestic scenario, highlighting the Indian experience with fisheries subsidies and property rights regimes across both inland and marine sectors via the case method, and investigates the necessity and sufficiency of subsidies vis-à-vis an appropriate property rights framework in developing the domestic fisheries sector and resource base in a sustainable manner. Attention is then turned to the international scenario, with a review of selected international case studies which can inform domestic subsidy and property rights issues. This is followed by an analysis of the country submissions of the various major fishing nations in order to identify India's natural allies and competitors in international negotiations. The concluding chapter brings the pieces together. It first outlines a program of reforms to rectify the deficiencies in the existing domestic property rights and fisheries subsidy regimes, on the basis of intensive interactions with all sectoral stakeholders. Subsequently, it suggests negotiating strategies for India in forthcoming WTO meetings. An epilogue sums up recent developments and issues.
