We have no clearly defined principles governing such problems as these: the proportion of all civic expenditures that should be used for schools; the distribution of funds among city and rural schools, among elementary and high schools, among general and practical courses; the place of the state, county, and district in raising funds; the control of these funds; methods of apportioning them. While a few conceptions have been accepted as fundamental and have been observed rather generally in practice, a study of existing conditions justifies the conclusion that all too frequently each school-finance problem has been solved as it arose, with little or no regard to its relation with other problems. Obviously, a set of governing principles in this field can come only from a careful study of the many details involved. Several studies made during the last few years have contributed their share. The author hopes that the present volume may likewise do its part. To those who have undertaken similar studies no apology need be made for such inadequacies as exist. These may be overcome in time as our methods of collecting and tabulating school statistics are refined. The author has tried to point out plainly these inadequacies in order that they may be properly evaluated by the reader and so be made the basis for constructive criticism.
