Book excerpt: As U.S. military forces appear overcommitted and some ponder a possible return to the draft, the timing is ideal for a review of how the American military transformed itself over the past five decades, from a poorly disciplined force of conscripts and draft-motivated "volunteers" to a force of professionals revered throughout the world. Starting in the early 1960s, this account runs through the current war in Iraq, with alternating chapters on the history of the all-volunteer force and the analytic background that supported decisionmaking. The author participated as an analyst and government policymaker in many of the events covered in this book. His insider status and access offer a behind-the-scenes look at decisionmaking within the Pentagon and White House. The book includes a foreword by former Secretary of Defense Melvin R. Laird. The accompanying DVD contains more than 1,700 primary-source documents-government memoranda, Presidential memos and letters, staff papers, and reports-linked directly from citations in the electronic version of the book. This unique technology presents a treasure trove of materials for specialists, researchers, and students of military history, public administration, and government affairs to draw upon.

Book Military Manpower and the All volunteer Force

Download or read book Military Manpower and the All volunteer Force written by Richard V. L. Cooper and published by . This book was released on 1978 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: The volunteer force can be made to work much better than its draft dependent predecessor. Three decades of postwar conscription encouraged the military to develop and maintain patterns of manpower utilization and management that were not cost-effective or equitable and probably added needless constraints to the defense manpower system. To date possible efficiency gains have gone largely unrealized. Major areas requiring reform are: manpower requirements, compensation, retirement, tenure policies, and military training. The author suggests the need for a substitution of career enlisted personnel for first termers, reducing military training costs by less need for first-term enlisted training, and simplifying the costly patchwork of the present military compensation system. Such changes could possible yield long-run annual cost savings of some $5-10 billion.

Book Meeting the Military s Manpower Challenges

Download or read book Meeting the Military s Manpower Challenges written by and published by . This book was released on 2010 with total page 13 pages. Available in PDF, EPUB and Kindle. Book excerpt: To understand the manpower challenges facing the Department of Defense (DOD) as it unveils its latest QDR, it is first necessary to lay out the principles on which the All Volunteer Force (AVF) was created in 1973. When the Nixon administration set up the Gates Commission to fulfill the President's 1968 campaign promise to end the draft, it established an AVF composed of four separate but interrelated parts. First, the active component of the Armed Forces, particularly the Army, would be much smaller than it was during the days of the draft. Consequently, during the Nixon administration, the size of the active force was not only reduced from its Vietnam War level of 3.6 million people, but cut below its pre-Vietnam War level of 2.8 million. By 1975 it had dropped to 2.1 million. This was done because creating the AVF would eliminate the hidden tax of conscription, meaning that the military would now have to pay market wages, even for its lowest ranking members, to get qualified volunteers. It had to do this because without the threat of the draft looming over their heads, young men would now be less likely to "volunteer" for the Navy and Air Force or for noncombat jobs in the Army. Nor could they any longer be forced into the Army's combat forces. Thus, the cost per person nearly doubled and even with the smaller force, military personnel costs rose from $19.8 billion in 1968 to $24.2 billion in 1974.

Book Military Manpower and the All volunteer Force

Download or read book Military Manpower and the All volunteer Force written by Richard V. L. Cooper and published by . This book was released on 1977 with total page 446 pages. Available in PDF, EPUB and Kindle. Book excerpt: An overview of the broad trends and policies that have emerged during the transition from the selective service draft to an all-volunteer military. The report is divided into three parts. Part I discusses the factors underlying the decision to end the draft. The analysis shows that the AVF was essentially the only viable alternative for eliminating the inequities of the draft. Part II examines the early AVF experience and concludes that the AVF has succeeded in attracting a socially representative mix of the desired quantity and quality of recruits at a substantially lower cost than is commonly assumed. Part III examines broader implications raised by the removal of the draft, showing that major changes in manpower utilization and management are required to provide an effective defense at a cost the American public is willing to pay, and that the removal of the draft provides an opportunity for making such changes.

Book excerpt: "For more than three decades, the United States has relied on an all-volunteer force to meet its military needs. Today, the sustainability of that force is being tested with high levels of deployment and subsequent "stress." Such an environment raises the issue of how the Department of Defense can continue to manage its personnel. This report looks at the history of conscription versus volunteerism (particularly in Great Britain, France, and Prussia) to understand when and under what conditions conscription has been used effectively to raise the manpower needed. Specifically, what actions could the U.S. Army take to increase the supply of volunteers or reduce the demand for new personnel? The report also focuses on the many programs that have been developed to help military members and their families cope during difficult times, as well as the particular challenges of understanding which programs work." -- p. [4] of cover.
