Book excerpt: GAO reviewed the Army's Full-Time Manning (FTM) program under which Active Guard/Reserve (AGR) personnel are assigned to Army Reserve units to enhance unit readiness and deployability. The Army plans to significantly expand the program over the next 2 years. GAO found many positive aspects of the FTM program such as: (1) the military and educational background of AGR personnel; (2) the effects of increased FTM levels in units; (3) plans for professional and technical career development; and (4) the fact that AGR personnel are deployable with their units. However, problems remain in the program. GAO found that the basis for the projected growth in the number of AGR personnel was questionable due to differences in FTM requirements between Army Reserve and Army National Guard unit models and the application of these models in the field. In addition, some concern has been expressed about the types of positions being filled, as well as the numbers of FTM positions. Further, GAO found that program management lacked a clear direction, and Army regulations governing the program have been interpreted differently in the field causing: (1) a lack of uniformity in personnel practices; (2) overgraded personnel; (3) confusion over the proper role of technicians; (4) problems with displaced reservists and double slotting; and (5) concerns about AGR career viability. Finally, the current system of mixing civilian technical and AGR personnel in units at all levels causes effectiveness problems, particularly in the Army Reserve units. GAO believes that an all-civilian technician force in units would be a less costly alternative than an all-AGR force, but many disadvantages would remain.

Book Manning Full time Positions in Support of the Selected Reserve

Download or read book Manning Full time Positions in Support of the Selected Reserve written by Marygail K. Brauner and published by . This book was released on 1991 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report discusses problems related to manning full-time support (FTS) positions in the Selected Reserve. The study focuses on systemic problems that currently exist and that would most likely exist even if the size and structure of the Selected Reserve were to change. It defines two premises that should underlie the services' process for determining FTS manpower requirements: there are alternative manpower structures that can accomplish any given workload, and there are no absolute workload requirements. It then outlines a three-part strategy for determining the best FTS structure: identify the work that should be done, identify alternative full-time manpower structures equally capable of completing the work, and estimate the cost of each alternative structure and select the least costly one.

Book How to Make Army Force Generation Work for the Army s Reserve Components

Download or read book How to Make Army Force Generation Work for the Army s Reserve Components written by Joseph E. Whitlock and published by Strategic Studies Institute. This book was released on 2006 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Army needs to implement Army Force Generation (ARFORGEN) in addition to its ongoing transformation and move to a more modular force. To achieve a campaign quality Army with joint and expeditionary qualities fully, the Army must do so quickly, while also keeping its reserve components full partners throughout this process. This paper describes ARFORGEN, discusses some of its critical assumptions related to reserve component (RC) units, and explains what changes are required at the Department of Defense (DoD), Department of the Army (DA), and the individual RC levels so that the Army can integrate its RC units fully into ARFORGEN. The paper details needed changes at both the institutional and operational level at DA and DoD.

Available in PDF, EPUB and Kindle. Book excerpt: Pursuant to a congressional request, GAO reviewed the Army's management and oversight of its full-time support (FTS) program, which provides personnel to Army National Guard and reserve components to assist with the administration, recruiting, maintenance, and training tasks essential to achieving unit readiness. GAO found that the Army: (1) split program management and oversight responsibilities among 10 organizations, with no single organization overseeing or managing FTS as a totally integrated program; (2) did not establish adequate internal controls for monitoring FTS, did not regularly conduct program effectiveness evaluations, failed to consistently act upon results of limited validation team reviews which identified misuse of personnel, and failed to report problems as material weaknesses in its annual assurance statements; (3) lacked sound justification for its requirement for 120,000 personnel; (4) used a staffing guide, without any work-load or similar analyses, to establish its requirements for individual units; (5) primarily used active guard and reserve (AGR) personnel to expand the FTS force, but did not develop guidance to differentiate between the roles of AGR personnel and military technicians or to ensure that it cost-effectively filled FTS positions; and (6) was constrained in its ability to employ military technicians by limited available funding, and experienced civilian manpower reductions.

Book Factors to Consider in Blending Active and Reserve Manpower Within Military Units

Download or read book Factors to Consider in Blending Active and Reserve Manpower Within Military Units written by Harry Thie and published by Rand Corporation. This book was released on 2007 with total page 154 pages. Available in PDF, EPUB and Kindle. Book excerpt: A 2002 Department of Defense (DoD) report stated that the military services developed or adopted many innovative approaches to unit structures and organization as force size changed and operational tempo increased. The report suggested that organizational concepts leading to a more flexible, capable force must be implemented more broadly to better capitalize on the capabilities and strengths of the reserve components. In particular, such organizational concepts include blending active component (AC) and reserve component (RC) workforces in military units. We define blending as any arrangement or event that brings active and reserve manpower together within organizations for a common purpose. At the organizational level where mission work is actually done, there is interest in workforce integration between the components.

Available in PDF, EPUB and Kindle. Book excerpt: Since September 11, 2001, the Army has heavily used its reserve components, the Army National Guard and Army Reserve, for ongoing operations even though they were envisioned and resourced to be strategic reserves. A congressional commission, the Department of Defense (DOD), and the Army have concluded the Army will need to continue to use its reserve components as an operational force. The transition will require changes to force structure as well as manning and equipping strategies that could cost billions of dollars. The 2009 Defense Authorization Act directed GAO to study this transition. This report provides additional information on (1) progress and challenges the Army faces, (2) to what extent the Army has estimated costs for the transition and included them in its projected spending plans, and (3) the effect of the operational role on the Guard's availability to state governors for domestic missions. GAO examined planning, policy, and budget documents, and relevant sections of Titles 10 and 32 of the U.S. Code; and met with DOD, Army, reserve component, and state officials. GAO recommends that the Army finalize an implementation plan and cost estimates for the transition to an operational force, and include transition costs in its funding plans. In comments on a draft of this report, DOD agreed with GAO's recommendations.
