Book excerpt: The District of Columbia (DC) has struggled for decades to improve its public education system. In 2007 the DC government made a bold change in the way it governs public education with the goal of shaking up the system and bringing new energy to efforts to improve outcomes for students. The Public Education Reform Amendment Act (PERAA) shifted control of the city's public schools from an elected school board to the mayor, developed a new state department of education, created the position of chancellor, and made other significant management changes. A Plan for Evaluating the District of Columbia's Public Schools offers a framework for evaluating the effects of PERAA on DC's public schools. The book recommends an evaluation program that includes a systematic yearly public reporting of key data as well as in-depth studies of high-priority issues including: quality of teachers, principals, and other personnel; quality of classroom teaching and learning; capacity to serve vulnerable children and youth; promotion of family and community engagement; and quality and equity of operations, management, and facilities. As part of the evaluation program, the Mayor's Office should produce an annual report to the city on the status of the public schools, including an analysis of trends and all the underlying data. A Plan for Evaluating the District of Columbia's Public Schools suggests that D.C. engage local universities, philanthropic organizations, and other institutions to develop and sustain an infrastructure for ongoing research and evaluation of its public schools. Any effective evaluation program must be independent of school and city leaders and responsive to the needs of all stakeholders. Additionally, its research should meet the highest standards for technical quality.

In the 2008-09 school year, public school enrollment--in both traditional and charter schools--increased for the first time since the 1960s. In 2013-14, the District had the largest student body in over 25 years, and over the past 15 years, public schools in DC have gained ground on national tests. Contrary to the widespread belief that these gains are the result of a greater number of students from more affluent, higher-educated families, a recent analysis of DC's own achievement tests suggests that only 10 percent of the test score increase can be attributed to changing demographics. In fact, all subgroups, including Hispanic and black students and students from lower-income families (identified by their eligibility for subsidized meals) have experienced some incremental improvements, although their gains are not commensurate with those of students from higher-income families. This brief describes the following: reforms that possibly contributed to the gains on national tests; recommendations for how the mayor can promote meaningful choice for every student, a quality school in every neighborhood, and a long-term leadership structure that is both stable and responsive; goals for the first year; and goals for the first term. By emphasizing stability and equity, the new administration can ensure that more DC youth have access to the high-quality education they deserve and need to be successful.

Book excerpt: The purpose of this oversight hearing on the District of Columbia public school system was to welcome the new superintendent, Franklin L. Smith, and to assess the general condition of the school system. Among the problems and issues assessed were the impact of boarder babies entering the school system, the impact on the system of children who were exposed to violence in their homes and neighborhoods, the high dropout rate and overall precarious plight of young African American males, latchkey children, children living in substandard housing, the problems of homeless children housed in shelters, and children in poor health. Some special programs of the system were described with optimism such as Project DAISY for children born to drug-addicted mothers, and Project DAPS that allows principals to purchase their own materials and make building repairs. The new superintendent spoke of his efforts to down-size the administrative side of the system and to upgrade the teaching of math. Education advocates representing community-based organizations spoke about improving the quality of the system's programs throughout the city. A representative of the teacher's union spoke about teacher grievances over pay and length of the school day.
