The demise of the socialist CMEA and the USSR has allowed eastern European economies to open up and caused Russia/the CIS to engage in a series of difficult reforms which have been supported by the G-7 and the International Monetary Fund plus the World Bank on the one hand, and, on the other hand, by the EU and the EBRD. While some of the (early) Visegrad countries apparently were rather successful in their transition attempt, systemic transition approaches in other countries - Romania and Bulgaria - and, above all, in Russia largely were a failure. Economic hardship, social unrest, political radicalization and the international spreading of criminal activities can be identified as problems from the failure of Russia's first transition attempt. This book deals - from an international perspective - with the postsocialist countries in Europe, i. e. there is a focus on eastern enlargement and on Russia on the one hand, on the other hand the topic is which international influences and effects will emerge from EU enlargement and the Russian transition. While chapter A exclusively deals with major problems of eastern enlargement and the policy options for dealing with this difficult problem, chapter B is devoted to the Russian transformation crisis. There the analysis has a focus on Russia in its own right but also on the potential negative spillovers of a Russian transformation disaster which could occur in the late 1990s.

The two parallel processes in the European Union - deepening of the integration and enlargement - and the transition process in the former centrally planned economies, which simultaneously have been preparing for accession in the EU are analyzed from the perspective of the EU and from the perspective of the Eastern countries. Briefly analyzed are also the problems, dilemmas and challenges of transition in post-communist Eastern Europe. After the Tampere meeting in December 1999 the enlargement process takes a new dimension with the decision to begin negotiation with all of the Eastern European candidates. What next is to be expected? It depends mainly on the speed and efficiency of the needed EU reforms and on the Eastern European side, on the speed and efficiency of their transition process. Failure to deal effectively with the major problems that the EU faces, for example, regarding decision making and institutional efficiency, could very well block accession altogether. Deepening of the EU would facilitate enlargement to the Eastern part of the continent and would solve a variety of strategic issues of economic, environmental, foreign policy, health, security, and other matters, very important for the accession strategy. In other words, any EU enlargement without coming to modus vivendi on its deepening would create problems for the present EU members. This indicates that the negotiations with the Eastern candidates will take time and will not go as smoothly as the political will on both sides suggests. Economic and social issues come first, and not so much political considerations, as for example, in 1993. In an optimistic scenario the first members will be admitted not earlier than the mid of this decade.

The SEM, the Treaties of Maastricht and Amsterdam, the Single European Currency,... were joint steps to a better, more common and more human Europe; in mediating the global economy, European policymakers operate simultaneously in the Community, in national and local policy environments. But coevally some problems became bigger: problems of a bureaucratically kind, of legitimacy and of obscurity, for which the intellect of a single normal human could not be enough. With the „Agenda 2000“–Settings the member-states decided to enforce the enlargement of the EU, especially up to the east. But this step can cause difficulties, which are far beyond purely market problems. Before the impending enlargement can come, a lot of questions have to be asked and solved. One point of view concerns the ethnology, sociology and psychology as much as the politics: the search for a common European identity. It should be asked, if there exists or can exist such a common one, or if it is such an empty phrase, used by nationalist and opponents of the EU as well as by the advocators of a „house of Europe“. I would like to turn my attention to the Hungarian country as an example for the enlargement of the EU. Why Hungary? The European identity of the Hungarian people is deeply included within their national identity: 1. This country belongs to the more favoured group of applicant states listed in Agenda 2000, and always has possessed strong connections to the membercountries, 2. The people in this country share a common history, especially with Austria and Germany (as members of the recent EU), 3. They see themselves as the “Middle of Europe” – not only in a geographical way. But when we in the western part of Europe speak about this continent and this corpus europaeicum, we often forget to remember, that most of the post-communist countries of course had been an important part of Europe2 and that they share a lot of cultural, religious,... aspects with us, which could be displaced by the iron curtain only temporary.
