In order to address the threat of terrorist organizations in a post-9/11 world – and how they are funded and financed in particular – the international community has constructed a vast architecture of counterterrorist finance laws, policies, and institutions. Connecting the fields of security studies, political economy, and finance, Ian Oxnevad argues that a bank’s institutional link to a state (as a state-owned bank or a bank with strong state connections) will protect it from any enforcement action for violations of anti-money laundering and counter-terrorism financing regulations. In the face of states blocking such enforcement actions, these regulations prove ineffective in preventing the financing of terrorism, as the state’s self-interest supersedes its interest in preventing terrorist financing. Making a Killing seeks to assess how effective new laws and regulations have been, as well as to identify best practices for future attempts to counter the financing of terrorism.

Book excerpt: The coup d'état which took place in Turkey on 12 September 1980 was the third in the history of the Republic, and ushered in a three-year period of military rule. Nilgün Önder investigates the economic transformation of Turkey after this coup, examining both the policies enacted under the military regime and those during the subsequent period of civilian government. Önder argues the key aspect of economic policy was that of neoliberal restructuring, and integral to this was the exclusion of organised labour from the political process. In doing so, she highlights the irony of the era: that at an official level, there was an emphasis upon neoliberal economic values, such as limited state involvement. And yet at the same time, policies were enacted which were aimed at a more interventionist position when it came to industrial relations. It was through new legislation and bureaucratisation of the industrial relations system that the state transformed the Turkish economy, attempting to open it up to foreign investment and trade: in effect creating the foundations of Turkey's current economic success. The Economic Transformation of Turkey examines the relations between state and labour during this period by concentrating on the form of state and political regime. As a result, Onder highlights the continuation of neoliberal restructuring and the accompanying anti-labour policy in Turkey throughout the 1980s and 1990s, despite the transition to democratic rule. Shaped by the theory that the form of rule and the actions of organized interests in a particular society are conditioned by the constraints of the world political-economic order, this book explores the networks of interactions between global capital and international institutions, on the one hand, and the state and domestic social forces in Turkey on the other.

The New York Times gushed that Prime Minister Recep Tayyip Erdogan and his Justice and Development Party (AKP) had "effectively integrated Islam, democracy, and vibrant economics," making Turkey, according to the International Crisis Group, "the envy of the Arab world." And yet, a more recent CNN headline wondered if Erdogan had become a dictator. In this incisive analysis, Cihan Tugal argues that this development runs broader and deeper than Erdogan's increasing personal authoritarianism. The problems are inherent in the very model of Islamic liberalism, once lauded in the Western press, that formed the basis of the AKP's ascendancy and rule since 2002-an intended marriage of neoliberalism and democracy. And this model can also only be understood as a response to regional politics-especially to the "Iranian Model", a marriage of corporatism and Islamic revolution. The Turkish model was a failure in its home country, and the dynamics of the Arab world made it a tough commodity to export. Tugal's masterful explication of the demise of Islamic liberalism brings in Egypt and Tunisia, once seen as the most likely followers of the Turkish model, and provides a path-breaking examination of their regimes and Islamist movements, as well as paradigm-shifting accounts of Turkey and Iran.
