Book excerpt: Public Funds, Private Provision analyzes the respective roles of government and the voluntary sector in the financing and administration of social services. Focusing on development in British Columbia from 1983 to 1991, when the Social Credit government actively pursued a policy of privatization, this book examines the growth of the voluntary sector there and presents data which track the impact of privatization on services. It examines the issues of funding and accountability of the voluntary sector as it adopts the public agent role and increasingly delivers services on behalf of government.

Book People Politics and Child Welfare in British Columbia

Download or read book People Politics and Child Welfare in British Columbia written by Leslie T. Foster and published by UBC Press. This book was released on 2011-11-01 with total page 306 pages. Available in PDF, EPUB and Kindle. Book excerpt: People, Politics, and Child Welfare in British Columbia traces the evolution of policies and programs intended to protect children in BC from neglect and abuse. Analyzing this evolution reveals that child protection policy and practice has reflected the priorities of politicians and public servants in power. With few exceptions, efforts to establish effective programs have focused on structural arrangements, staffing responsibilities, and rules to regulate the practice of child welfare workers. Contributors to this book conclude that these attempts have been unsuccessful thus far because they have failed to address the impact of poverty on clients. The need to respect the cultural traditions and values of First Nations clients has also been ignored. Effective services require recognizing and remedying poverty's impact, establishing community control over services, and developing a radically different approach to the day-to-day practice of child welfare workers. People, Politics, and Child Welfare in British Columbia provides a crucial assessment of the state of child welfare in the province. Practitioners, scholars, and students in social work, child and youth care, education, and other human-service professions will find this book particularly important.

Book The Privatization of Care

Download or read book The Privatization of Care written by Pat Armstrong and published by Routledge. This book was released on 2019-09-25 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: Nursing homes are where some of the most vulnerable live and work. In too many homes, the conditions of work make it difficult to make care as good as it can be. For the last eight years an international team from Germany, Sweden, Norway, the UK, the US and Canada have been searching for promising practices that treat residents, families and staff with dignity and respect in ways that can also bring joy. While we did find ideas worth sharing, we also saw a disturbing trend toward privatization. Privatization is the process of moving away not only from public delivery and public payment for health services but also from a commitment to shared responsibility, democratic decision-making, and the idea that the public sector operates according to a logic of service to all. This book documents moves toward privatization in the six countries and their consequences for families, staff, residents, and, eventually, us all. None of the countries has escaped pressure from powerful forces in and outside government pushing for privatization in all its forms. However, the wide variations in the extent and nature of privatization indicate privatization is not inevitable and our research shows there are alternatives.

Key elements of the book include sections on: the political setting, with discussions of BC's political culture and economy, and its relations with the rest of Canada and its own Native communities; B.C.-style politics, which focus on electoral and parliamentary party politics, the changing place of women in BC public life, and the critical role of the media in explaining it all to British Columbians; governing the province, with accounts of the premier and cabinet, the bureaucracy that delivers most government services, and the complex system -- from the police to the courts -- that provides the administration of justice and the rule of law; and contemporary policy issues, with clear explanations of the intricacies of fiscal and social policy, analyses of recent conflicts over forest policy and environmental protection, a discussion of the role of lobbyists, and an examination of what difference is made when NDP governments are elected.
