It was not the first time CIRCLE addressed this issue. In 1988 CIRCLE'S Bureau was invited to participate in a seminar in Budapest on The State, the Market and Culture. I will never forget the emotional impact of Sacha Rubinstein's demonization of state sup port and his apotheosis of the role of the market in the cultural field in Russia. So, in ad vance of actual events, we suddenly had a premonition of what was going to happen, ofthe turmoil which was about to radically change the socio-political scene of Central and East ern Europe. The trend toward privatization, which began with privatization experiments in the UK under Margaret Thatcher and the deregulation of the telecommunications sector in the United States, has attracted the attention of policymakers over the past two decades. Privatization is broadly supported by most academic economists, but the results of actual privatization efforts seem mixed. In the UK, for example, telecom rates fell sharply after privatization, but privatized rail service was widely perceived to have declined dramatically in quality. In this CESifo volume, international experts examine the experiences of 10 EU countries, evaluating the real outcomes of privatization policies in Austria, Denmark, Finland, France, Germany, Ireland, Italy, the Netherlands, Spain, and the UK.The effects of privatization--which includes not only changes in ownership of public activitiesand entities but also liberalization of markets and deregulation--are difficult to distinguish from the effects of other economywide influences. Book excerpt: All sectors of the Dutch infrastructures have undergone a degree of commercialisation, liberalisation or privatisation over the last ten to twenty years. Where in the past the infrastructure landscape was dominated by public monopolies, the ownership and management of infrastructures is today shared by several public and private sector players. The original goals of this 'regime change' have in many cases been achieved: greater efficiency, a greater focus on the customer and more choice for consumers. The question is whether this emphasis on current consumer interests allows enough scope to achieve long-term objectives which affect the whole of our society: innovation, long-term availability and sustainability of infrastructures. This is of crucial importance for economic and social development, which is coming under increasing pressure due to the combined impact of the exhaustion of natural resources and climate change. The transition to a sustainable future demands substantial investment in infrastructures, which cannot be taken for granted in the present situation. The WRR has investigated how these investments could be safeguarded in the long term, whilst retaining the efficiency of the infrastructures.

Book excerpt: In social science terms, the `Arctic' is a relative, not an absolute concept, relating to several dimensions, such as constitutional and geographic status, remoteness, socioeconomic status, and demographic/anthropological factors. There is only one sovereign state with all its territory situated in the Arctic (Iceland), but many other areas of the globe have shared characteristics (Alaska, Yukon, Northwest Territories, areas of Norway, Sweden and Finland north of the Polar Circle, Greenland, the Faroes). Remoteness has to do with distance from the centre as well as accessibility, transportation and communication. Socioeconomically, the Arctic is characterised by a low population density, a fragile natural environment, and overwhelming economic dependence on one or a few resources, often coupled with income transfer. Demographically, the region has a large number of indigenous peoples, heavy immigration from the South (albeit only seasonal), minority problems, immigrant majorities, high infant mortality, low expected lifespan. The present book is the first to present a large number of articles on the contemporary social, economic and political development in the Arctic, written by social scientists from Russia and the western world, many of whom live and conduct their research in the region. The book thus presents a much more complete picture of the modern world of the Arctic, offering a unique opportunity to compare what is happening in the different parts of the region.

The night-watchman state role of providing security is instead offered by private prisons and security guards. Legitimized by the argument of efficiency gains, social security including public housing, pensions, unemployment insurance and health care are all being gradually privatized. This book argues that on the basis of efficiency, morality and equality there is still an overwhelming need for public intervention – the res publica. Although the state still funds and regulates core domains, it provides fewer and fewer visible goods. The authors show how this apparent invisibility of the state presents serious challenges for both income equality and democracy.

Book excerpt: This anthology aims to provide Nordic perspectives on the young and evolving field of health law – or biomedical law – by reflecting on issues that have been explored within the activities of the Nordic Network for Research in Biomedical Law. In the emergence of this fairly new legal discipline, it has become very clear that the Nordic region forms a part of Europe that has been strongly influenced by both hard and soft law initiatives from the European Union and the Council of Europe, but also that Nordic identity, culture, and collaboration clearly remain an important factor in the legal development of this particular region. The book is divided thematically into three sections. The first deals with foundational and general issues of health law, the second with patients’ rights, and the third with issues related to advancements in biomedical science. Part One includes two chapters on the relationship between health law and human rights, together with discussions on specific Nordic approaches to the organisation and regulation of health services, to constitutional protection of the right to health and to the legal discipline of health law, as such. One chapter provides an overview of the mission and tasks of the Nordic Committee on Bioethics. The section on patient’s rights deals with the development – or absence – of special legislation on the status of patients, but also with issues of coercive care and of cultural accommodation in health services, as well as the implications that assessments and decisions made in health care services may have for the patient’s right to other entitlements, e.g. sickness benefits. In the third section, on biomedical science, one author explores the concept of human dignity while another discusses the challenges facing European integration of biomedical research regulation. Specific topics, such as different approaches to biobank regulation and genetic privacy in family relations, are also addressed, and, in the final chapter, the legal status of deceased foetuses. While the volume provides Nordic perspectives on health law, the issues discussed are general. The book should therefore be of great interest not only to readers wanting a better understanding of the Nordic situation, but also to anyone with an interest in the challenging health law issues facing society in our time. In most countries, modern health insurance funds and health care insurers are an essential role in implementing the public health insurance system. Many of these modern health insurance funds have a fascinating and long ancestry, clear traces of which can be seen today in the organisation of national health insurance, as well as the structure of health insurance funds and insurers. In their study Two Centuries of Solidarity, the authors compare health insurance, health insurance funds and health care insurers in Germany, Belgium and the Netherlands. Given the similar political, economic and social development that these countries have undergone in the past 60 years and the qualitatively high level of health care they provide, one might expect a degree of likeness in these countries' health care insurance systems. The dissimilarities are surprising, however. In fact, differences are becoming ever more apparent between the different national systems in general, and between the structure and operation of the health insurance funds and health care insurers in particular. Differences include the compulsory nature of insurance, the extent of cover, premiums, health insurance business, mutual competition, and the degree of private insurance. Many of these national singularities can be understood and explained only by considering the historical background of the current national health insurance systems, the insurers, and their evolution over de past centuries. This study adopts an institutional and political perspective towards further understanding of the development of health insurance, and of how this ultimately determined the specific nature of the health care insurers and funds, and how they currently operate in the three countries studied.
