The effects of the cultural and socioeconomic background and the unique state-party controlling system on higher education management are stressed. Conceptually, most existing studies on privatization of higher education in China adopt a policy analysis approach, while research on privatization of other public sectors or in other countries is frequently guided by economic theories. This book thus seeks to combine both social policy and econometric approaches to provide a systematic and detailed investigation of the privatization process in the context of higher education. By exploring the complexities of neoliberalism as an economic and ideological doctrine, a mode of governance, and as a policy package, it considers the ‘post’ attached to and hyphenated with ‘colonialism’ as more aspirational than achieved. Based on an interdisciplinary study involving contemporary theories from political and social sciences, economics, and the socio-economics of education, the book explores the unique ways in which Bangladeshi higher education has evolved over the past four decades, and the complex politics behind its privatisation. Through an empirically based account of how neoliberalism has worked its way through the higher education sector in the fastest growing economy in the South Asian context, it discusses how changes have been characterised by policy reforms, massification, and a sustained friction between control and autonomy in the university sector. The authors take a nuanced approach to their geo-political and onto-epistemological positionalities as diasporic and hybridised scholars by rejecting epistemological exclusion inherent in the colonial present and research conducted in such contexts. This position allows the reinforcement of a colonial present, theorising from within Global South decolonial and postcolonial research literature. This book contributes to discourses of ‘globalisation from above’ and ‘globalisation from below’ and sheds light on the often-idiosyncratic ways in which higher education reform has unfolded in South Asia. It will be of interest to comparative educators and those researching higher education policy and education developments in Global South nations.

This volume explores emerging forms of the private through case studies from Africa, South Asia and South East Asia and makes three related observations. First, what is new about these manifestations is their scale, scope and penetration into almost all aspects of the education endeavour – from the administrative apparatus to policymaking, and from formal provision in education settings to out-of-school activities, such as private tutoring. Second, what is particularly controversial about these developments is how education itself is being recast; as a sector it is increasingly being opened up to profit-making and trade, and to agenda-setting by private, commercial interests. Third, the learner is increasingly conceptualised as a consumer, and education a consumer good. The case studies therefore enable us to see more clearly how different forms of the private in education alter what is at stake, for whom, and with what outcomes, and the consequences for individuals and societies. In turn, these raise the very important question about what they mean for our conceptualisations of education, learning and teaching, on the one hand, and for education as a site and means for emancipation, on the other. These are profound social justice concerns, and ones that make this volume distinctive. This book sets out to address these hard, but urgent, questions and will be of interest to academics and students of education, education researchers, government personnel and policymakers.
