Whilst most forms of research activity, such as in the field of medicine, have world wide application, agricultural research, by its very nature, has to be regional; practically no research finding can be adopted without studying the results of its application under the infinite number of ecological situations with which the farmers of the world are faced. The improvement of agricultural production is the essential first step whereby developing countries can hope to raise their standard of living. Research is therefore an activity in which no underdeveloped country can afford not to engage; nor can countries in which agriculture has reached a high level of development and sophistication afford to neglect agricultural research. It is not because of inertia or vested interests that highly industrialised countries maintain, mostly at public expense, a costly and complex infrastructure for agricultural research. Even when problems of overproduction weigh heavily on the economy, agricultural research is considered the essential key to further progress: the objectives and goals are simply changed and adapted to the needs of the economy.

As further proof of positive development, most of this growth was driven by developing countries, since growth in high-income countries stalled. But, spending growth in developing countries was largely driven by positive trends in a number of larger, more advanced middle-income countries--such as China and India--masking negative trends in numerous smaller, poorer, and more technologically challenged countries. Countries in this last group are often highly vulnerable to severe volatility in funding, and hence in spending, which impedes the continuity and ultimately the viability of their research programs. Many R&D agencies in this group lack the necessary human, operating, and infrastructural resources to successfully develop, adapt, and disseminate science and technology innovations. Agricultural R&D stakeholders, including policymakers, donors, R&D managers, and international development groups, need reliable and up-to-date information on the status and direction of spending and human resource capacity levels. The complex interaction of new global challenges, including the recent food and financial crises and the effects of climate change, highlights the need for a continuous updating of key agricultural R&D indicators. ASTI's role in this area is widely recognized and was discussed in the recent G8 and G20 reports. Through its widespread network of national, regional, and international partners, ASTI continues to monitor agricultural R&D spending levels worldwide and serves as an important implementer of the GCARD monitoring process--assuming ongoing international support is provided.

In the former Soviet Union and Eastern Europe, the agribusiness complex was dominated by state-owned enter prises. In many of the developing countries, economic policies discriminated against agriculture and agribusiness. The results have been obvious. Despite major technological advances, agriculture and agribusiness sectors in these economies remained inefficient. A large share of the population, particu larly in the rural areas, has not been able to improve household incomes and living standards. The final decade of the 20th century will certainly be recorded as one of the most dynamic in modem history. The restructuring of the former Soviet Union and Eastern Europe and market reforms in many of the developing countries are progressing at a rapid pace. Agribusiness is key to economic perfor mance in these areas in that agriculture is an important sector in many of these economies. Economic transition to a market economy is presenting many challenges and opportunities to accelerate the process of agribusiness development, which is so essential to alleviate rural poverty. An international symposium, organized by the International Fertilizer Development Center (IFDC), provided a unique opportunity to discuss needed policy reforms to promote efficient and competitive agribusiness develop ment, with a particular focus on privatization and deregulation.
