Book Widening Democracy Citizens and Participatory Schemes in Brazil and Chile

Download or read book Widening Democracy Citizens and Participatory Schemes in Brazil and Chile written by and published by BRILL. This book was released on 2009-08-17 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: From democratic restoration in the 1980s up to today, most Latin American countries have been struggling constantly to find a workable balance between the need to strengthen the authority of state institutions and their citizens’ aspirations to have a real say in the decision-making process. This book looks at the contrasting ways in which both Brazil and Chile have been dealing with societal demands for participation during the last two decades. The contributors to this volume highlight a series of historical and political factors that help to understand why Brazil has been able to introduce innovative democratizing policies while Chile has largely failed in the advancement of participatory schemes as its decision-making process continues to be heavily top-down and technocratic. Contributors: Rebecca N. Abers, Gianpaolo Baiocchi, Adolfo Castillo Díaz, Herwig Cleuren, Gonzalo Delamaza, Vicente Espinoza, Joe Foweraker, Marcus Klein, Kees Koonings, Adalmir Marquetti, Patricio Navia, William R. Nylen, Paul W. Posner, Patricio Silva, and Brian Wampler.

Book Participatory Budgeting in Brazil

Download or read book Participatory Budgeting in Brazil written by Brian Wampler and published by Penn State Press. This book was released on 2010-11 with total page 330 pages. Available in PDF, EPUB and Kindle. Book excerpt: As Brazil and other countries in Latin America turned away from their authoritarian past and began the transition to democracy in the 1980s and 1990s, interest in developing new institutions to bring the benefits of democracy to the citizens in the lower socioeconomic strata intensified, and a number of experiments were undertaken. Perhaps the one receiving the most attention has been Participatory Budgeting (PB), first launched in the southern Brazilian city of Porto Alegre in 1989 by a coalition of civil society activists and Workers&’ Party officials. PB quickly spread to more than 250 other municipalities in the country, and it has since been adopted in more than twenty countries worldwide. Most of the scholarly literature has focused on the successful case of Porto Alegre and has neglected to analyze how it fared elsewhere. In this first rigorous comparative study of the phenomenon, Brian Wampler draws evidence from eight municipalities in Brazil to show the varying degrees of success and failure PB has experienced. He identifies why some PB programs have done better than others in achieving the twin goals of ensuring governmental accountability and empowering citizenship rights for the poor residents of these cities in the quest for greater social justice and a well-functioning democracy. Conducting extensive interviews, applying a survey to 650 PB delegates, doing detailed analysis of budgets, and engaging in participant observation, Wampler finds that the three most important factors explaining the variation are the incentives for mayoral administrations to delegate authority, the way civil society organizations and citizens respond to the new institutions, and the particular rule structure that is used to delegate authority to citizens.

Book Local Government and Metropolitan Regions in Federal Countries

Download or read book Local Government and Metropolitan Regions in Federal Countries written by John Kincaid and published by McGill-Queen's Press - MQUP. This book was released on 2009-07-01 with total page 440 pages. Available in PDF, EPUB and Kindle. Book excerpt: While local government is found in all federal countries, its place and role in the governance of these countries varies considerably. In some countries, local government is considered an essential part of the federal nature of the state and recognized in the constitution as such, whereas in others it is simply a creature of the subnational states/provinces. When referring to local government it is more correct to refer to local governments (plural), as these institutions come in all shapes and sizes, performing widely divergent functions. They range from metropolitan municipalities of mega-cities to counties, small town councils, and villages. Their focus is either multi-purpose in the case of municipalities or single purpose in the case of special districts and school districts. What unites these institutions of state is that there is no level of government below them. That is also their strength and the source of their democratic claim - they are the government closest to the people. Political science experts from across the globe examine local governments by drawing on case studies of Australia, Austria, Brazil, Canada, Germany, India, Mexico, Nigeria, Switzerland, Spain, South Africa, and United States. Contributors include Martin Burgi (Ruhr-University Bochum), Luis Cesar de Queiroz Ribeiro (Federal University of Rio de Janeiro), Jaap de Visser (University of Western Cape), Habu Galadima (University of Jos), Sol Garson (Federal University of Rio de Janeiro) Boris Graizbord (National College of Mexico), Rakesh Hooja (HCM Rajasthan State Institute of Public Administration, India), Andreas Kiefer (European Affairs Office of the Land Salzburg), Andreas Ladner (Swiss Graduate School of Public Administration), George Mathew (Institute of Social Sciences, India), Mike Pagano (University of Illinois at Chicago), Graham Sansom (University of Technology Sydney), Franz Schausberger (Salzburg University), Nico Steytler (University of Western Cape), Francisco Velasco Caballero (Universidad Autónoma de Madrid), and Robert Young (University of Western Ontario).

Book Urban Regeneration Management

Download or read book Urban Regeneration Management written by John Diamond and published by Routledge. This book was released on 2010-07-15 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book was born out of the need to ‘capture’ the experience and understanding of the regeneration management process that is neither UK centric nor centred exclusively on urban areas. Written by experts working in the USA, Holland, Greece, Jamaica, Turkey, Spain, Trinidad and the Czech Republic, this book seeks to locate the issue of regeneration in a context which will enable the reader to reflect upon practices which are ‘local’ but are shaped by international processes. As well as proving an accessible review of the theoretical literature on globalisation and its impact upon managing regeneration initiatives, this book also illustrates these theoretical debates with specific examples which provide insight to both urban and rural developments. This book will be of great interest to students, researchers and practitioners engaged in regeneration management, providing a thematic exploration and examination of the ‘global’ regeneration experience.
