Security cooperation, especially with our closest, most-capable (highly capable) allies, is emphasized as a high-priority tool for pursuing an extensive array of overlapping national interests. The United States and its allies recognize that, in a time of increasing requirements and limited resources, they must work in coalitions and engage regional stakeholders by bringing different strengths and perspectives to combined efforts. However, recent operations and efforts suggest that more can be done to create and sustain the mechanisms that increase the effectiveness of joint activities. In this report, researchers present recommendations for enabling the U.S. Army to better prioritize and coordinate its security cooperation activities with its allies for coalition operations and engagements in third countries, allowing it to meet its assigned objectives and strengthen combined capabilities to compete strategically and counter common threats around the world. Researchers adopted a mixed-method approach focused on Australia and the United Kingdom that combined a literature review of findings on security cooperation uses and effectiveness; a database analysis of recent U.S. security cooperation; a historical analysis of secondary sources documenting recent overseas contingency operations; and interviews with key stakeholders."--

Such coalition partners are increasingly important to the Army in the post-9/11 security environment. Multilateral military operations are often now conducted by coalitions of the willing rather than by alliances, and many of these ad hoc coalitions include key contingents that have no history of sustained peacetime cooperation with the U.S. Army. The Army has only very limited resources available to enhance compatibility with non-allied partner armies, especially compared to the resources devoted to compatibility with traditional allies such as the United Kingdom. The challenge of enhancing compatibility and building partnership capacity with non-core partner armies therefore requires an innovative approach to planning.

Book excerpt: The United States conducts a wide range of security cooperation missions and initiatives that can serve as key enablers of U.S. foreign policy efforts to assist and influence other countries. For a relatively small investment, security cooperation programs can play an important role by shaping the security environment and laying the groundwork for future stability operations with allies and partners. Security cooperation, in the form of noncombat military-to-military activities, includes "normal" peacetime activities, such as building the long-term institutional and operational capabilities and capacity of key partners and allies, establishing and deepening relationships between the United States and partner militaries, and securing access to critical areas overseas. Security cooperation also can include conducting quasi-operational efforts, such as helping U.S. partners and allies manage their own internal defense. However, current national security challenges both create significant demands for U.S. security cooperation programs and deplete the resources needed to carry out these missions. The wars in Iraq and Afghanistan are occupying the regular, reserve, National Guard, and Special Forces trainers and advisors who would normally be called on to train and advise military counterparts. Furthermore, U.S. allies, who often complement the efforts of U.S. advisors and trainers, are also stretched thin by their own deployments to Iraq and Afghanistan. In an effort to find ways to improve security cooperation planning, coordination, and execution, the U.S. Army's Office of the Deputy Chief of Staff for Operations and Plans asked RAND Arroyo Center to conduct an assessment of key facets of U.S. security cooperation -- specifically, the missions, capabilities, and structure needed in the security assistance organizations (SAOs) that coordinate the military aspects of U.S. foreign relations, including security cooperation activities, at U.S. Missions around the world.

One of the key challenges for policymakers and combatant commands is gaining a more complete understanding of the real value of BPC activities. Assessments of prior and ongoing BPC activities, in particular, have become increasingly important given the current fiscal climate and budgetary limitations. But it is no easy task to assess the value of what are essentially qualitative activities, and data limitations severely hinder assessments. The tools available -- such as resources, authorities, programs, processes, and organizational relationships -- may or may not be the optimal ones for the delivery of BPC activities to partner countries. This report characterizes security cooperation mechanisms used by combatant commands for BPC, produces a detailed database of the mechanism elements, develops and applies a preliminary means of evaluating the effectiveness and efficiency of select mechanisms, and draws on the analysis from the case studies to recommend ways to improve the effectiveness and efficiency of those mechanisms in the future.

Book excerpt: This study reports on the development of a conceptual approach to assessing the value of the U.S. Army's noncombat interactions with other militaries. The first task was to take a fresh look at the objectives or "ends" of Army International Activities (AIA). Because the Army conducts security cooperation activities based on policies determined by the Office of the Secretary of Defense (OSD), the Department of State, and other governmental agencies, RAND reviewed all of the relevant national security documents: the National Military Strategy, the Defense Planning Guidance, the Quadrennial Defense Review, and OSD's April 2003 Security Cooperation Guidance, as well as the AIA Plan and The Army Plan. The result was eight AIA "ends," which they embedded within OSD's three overarching security cooperation objectives: (1) Build defense relationships that promote specific U.S. interests, (2) Develop allied and friendly military capabilities for self-defense and coalition operations, and (3) Provide U.S. forces with peacetime and contingency access and en route infrastructure. The second task was to consolidate the large number of AIAs into a manageable set of AIA "ways." RAND then began focusing on its core task: deriving measures of effectiveness for AIA based on an 8 x 8 ends/ways matrix. They set out to develop a method and to produce measures for every cell in the matrix. To develop the method, they reviewed relevant literature in economics and the behavioral sciences and concluded that security cooperation is based on two types of relations between countries: exchange and socialization. Exchanges are quid pro quo interactions that are usually quantifiable. Socialization denotes a qualitative change in a country's attitude or behavior that is not quantifiable. The report also describes the AIAKSS (Army International Activities Knowledge Sharing System), a web-based AIA program and activities data collection and reporting tool.

Accordingly, current U.S. defense strategy emphasizes that the U.S. armed forces should prepare to do more to work (by, with, and through partners) to accomplish their missions. The U.S. Air Force could benefit from an enhanced process for identifying appropriate capabilities, as well as the ability to match these capabilities to candidate partner air forces and, where appropriate, build these capabilities into capacity through focused security cooperation. It is also important to identify other useful activities from other Services and key allies to enhance capacity-building and synchronize efforts to collectively pursue U.S. objectives. Five focus areas for implementing an enhanced approach to security cooperation are detailed: increased visibility into activities; strengthening processes for planning, evaluation, and resourcing; and creating institutions that treat security cooperation the same as other major Air Force priorities.
