Available in PDF, EPUB and Kindle. Book excerpt: In the last decade, there has been increasing national concern about the adequacy of underwater inspection of bridge substructures. A number of factors have contributed to this concern, in particular the collapse of several major spans, some of which led to loss of life. Substructure failures have been the cause of bridge collapses and the subject of at least five National Transportation Safety Board (NTSB) highway bridge investigations. In at least four instances, deficiencies in the substructure could have been identified by underwater inspection. During this project, 425 bridges in Virginia were identified as requiring underwater inspection. It was concluded that assessments of the type and extent of damage to structures below the waterline prior to inspection are highly inaccurate. Prioritizing bridges for inspections must be based on an established history of underwater inspections. Trends in the deterioration of underwater structures indicate several factors to be considered in developing a priority system for an underwater inspection program. These trends are described, and time intervals for the inspection of bridges with a previous inspection history are suggested.

Procedures for inspecting the superstructures are well known and the expertise to perform them is available within highway and transportation agencies. However, the need to inspect bridge structures in water too deep to allow evaluation from the surface presents most agencies with a difficult technical task. Many states have solved this problem by employing contractors to inspect such substructures. Since procedures for performing these inspections are not standardized, selection of the criteria to be used is left to the contractor. The objective of this study was to identify issues that should be considered when administering an underwater inspection program to be conducted by contractors. The issues include identifying and prioritizing structures for periodic inspection, establishing inspection procedures to be used, selecting a contractor, formatting the contract, and estimating contract costs.

Book excerpt: Improving bridge safety, reliability, and the allocation of bridge inspection resources are the goals of the proposed risk-based bridge inspection practices. Currently, most bridges in the United States are inspected at a fixed calendar interval of 24 months, without regard to the condition of the bridge. Newer bridges with little or no damage are inspected with the same frequency as older, more deteriorated bridges thus creating inefficiency in the allocation of inspection resources.The proposed methodology incorporates reliability theory and expert elicitation from the Indiana Department of Transportation's Risk Assessment Panel, developed during this research, to rationally determine bridge inspection needs. Assessments are made based on the likelihood and consequence of failure for specific bridge components. The likelihood of failure is determined through attributes based on design, loading, and condition characteristics while the consequence of failure is based on expected structural capacity, public safety, and serviceability. By combining the expressions of likelihood and consequence for each component, an optimum inspection interval for the entire bridge can be determined through the use of risk matrices.The methodology was evaluated through case studies involving Indiana bridges. Over 30 years of historical inspection reports were utilized in the back-casting process to evaluate deterioration levels and assess the adequacy of the risk criteria. Results of the case studies conducted during the research indicated that the risk analysis procedures provided suitable inspection intervals ranging from 24 to 72 months for Indiana bridges.
