Covering all the major topics of the subject, the book starts out with a thorough examination of the philosophy, ideas and principles behind Vision Zero. It looks at conditions for the effectiveness of the policy, principles of safety and responsibility as well as critique on the policy. Next, the handbook focuses on how the Vision Zero ideas have been received and implemented in various legislations and countries worldwide. It takes into account the way Vision Zero is looked at in the context of international organizations such as the WHO, the UN, and the OECD. This allows for a comparison of systems, models and effects. The third part of the handbook discusses the management and leadership aspects, including ISO standards, equity issues, other goals for traffic and transportation, and opportunities for the car industry. Part four delves into tools, technologies and organizational measures that contribute to the implementation of Vision Zero in road traffic. Examples of specific elements discussed are urban and rural road designs, human factor designs, and avoiding drunk and distracted driving. The final part of the handbook offers perspectives on the transfer of Vision Zero policy to other areas, ranging from air traffic to suicide prevention and nuclear energy. Vision Zero is a public road safety policy including both a long-term goal that no one shall be killed or seriously injured as a consequence of accidents in road traffic and a safety principle stating that the design and function of the road transport system shall be adapted to meet the requirements that follow from that goal. It is a new road safety paradigm which has resulted in new types of responsibilities among stakeholders, technological innovations, and new strategies and organizational measures to achieve a safe system. The road safety work based on Vision Zero has shown promising results, and although Sweden has not yet reached a safe system, the number of fatalities and severe injuries has decreased substantially. Book excerpt: This report presents the status of road safety in the WHO European Region and provides a baseline assessment of how far 49 countries have come in implementing the recommendations of the World Report on Road Traffic Injury Prevention. In the Region, road crashes result annually in 120,000 deaths, 2.4 million injuries and a great economic burden, which may be up to 3% of a country's gross domestic product. Road traffic injuries are the leading cause of death among people 5-29 years old. Vulnerable road users such as pedestrians, cyclists and users of motorized two-wheelers constitute 39% of all road traffic injury fatalities, with pedestrians being more at risk in the eastern part of the Region. Countries differ greatly in mortality rates for road traffic injuries; the average in low- and middle-income countries is twice that in high-income countries. Countries policy responses in providing road safety for their citizens have differed. This report proposes the following areas of action: narrow the gap between countries with the lowest and highest mortality rates; provide better protection for vulnerable road users; develop a well-resourced multisectoral road safety strategy in each country; design and enforce comprehensive legislation; and develop and implement healthier transport policies. In addition, country profiles on the current status of road safety are presented for the 49 participating countries.

In the future, an efficient road transport system should provide a safe and sustainable accessibility. The idea of organising a seminar came from a presentation by a Swedish representative of the "Vision Zero" programme, adopted by the Swedish Parliament in autumn 1997. The basic idea of "Vision Zero" is that no person should be killed or seriously and permanently impaired in a road traffic accident. At the invitation of the Czech authorities, the seminar was held in March 2002 in Prague. Many governmental and non governmental organisations responsible for road safety policies and work participated in the event.

The preparatory work comprised: - a systematic, high-level scan of activity to date within the framework of Policy Orientations across good practice road safety management dimensions of results, interventions and institutional management; - an assessment of future prospects based on a review of emerging social and mobility trends; increased ambition for better road safety results; increasing adoption of the Safe System approach internationally; increasing scope of institutional delivery and opportunities for aligning with other societal objectives. - proposals for a Towards Zero strategy 2020-2030 around a new road safety performance framework and enhanced delivery mechanisms.

Book excerpt: Effective development and implementation of a roadway strategic safety plan typically require the coordination of a variety of safety elements, funding sources, and people. The Federal Highway Administration, American Association of State Highway and Transportation Officials, and National Cooperative Highway Research Program sponsored a scanning study of Sweden, Germany, the Netherlands, and the United Kingdom to investigate management and organization of comprehensive highway safety programs. The U.S. delegation observed that the countries view highway safety as a public health or quality of life issue and base safety decisions on a common philosophy. The countries take a proactive approach to highway safety that includes a fully integrated and nationally accepted plan with measurable fatality and injury reduction targets. The scanning team's recommendations for U.S. application include developing a national safety plan with achievable safety improvement targets, creating a safety performance incentive program, and implementing a demonstration project involving corridor or area-wide safety improvements.

It presents both the general approach and the methodology for generating the possible FOR and SER measures. The book further discusses the prioritization and the testing methodologies, as well as the designing VMS methodology. The next parts of the book present a few important examples: lane departure warning systems; intelligent speed adaptation systems and perception enhancement studies; designs of European pictorial signs, e.g. for VMS but also examples of designs of European road wordings; and finally how personalization can take place of VMS signs and wordings for the individual driver. The last part shows the final evaluation of FOR and SER, and detailed Multiple Criterion Analysis and Cost Benefit Analyses are performed on a number of FOR and SER measures. This results in the development of a set of guidelines, conclusions and recommendations for the future.
