Book excerpt: The World Bank has engaged with the government of Sri Lanka in an advisory services and analytics (ASA) work entitled priorities for sustainably managing Sri Lanka's marine fisheries, coastal aquaculture and the ecosystems that support them. The development objective of this ASA is to support the government in prioritizing investment and policy actions to enhance the welfare and resilience of coastal fishing communities and fisheries' contribution to the national economy, including in light of the Coronavirus (COVID-19) pandemic and climate risks. This ASA forms part of the Bank's support to the government in its effort to respond to, recover from, and build back better after the Coronavirus (COVID-19) pandemic, given the important role that the fisheries sector plays in the livelihoods of the coastal communities and food security of the nation as a whole. The government took swift measures to provide immediate relief and restore domestic fisheries production and the associated value chain in the first phase of the pandemic. For the recovery and build-back-better phases, the government is prioritizing sustainability and resilience, as well as infrastructure enhancement, adoption of innovative technology, institutional strengthening, and skill development to enhance productivity and global competitiveness as a means to generate employment and local value added and contribute to the balance of payments.

Book excerpt: Legislating for an ecosystem approach to fisheries (EAF) is complex, due to the holistic nature of EAF involving multiple factors that underpin the social, economic, environmental, and institutional aspects of fisheries sustainability. These factors include ecosystems integration, risks, intersectoral collaboration, research, participatory processes, monitoring, control, surveillance, and enforcement, among others. To assess how an EAF is being implemented through national policy and legal frameworks, FAO developed a diagnostic tool for implementing an ecosystem approach to fisheries through national policy and legal frameworks. The present legal report on the EAF used the diagnostic tool to assess the alignment of selected policy and legal instruments of Sri Lanka with an EAF. This assessment analysed the extent to which 82 EAF legal requirements, which are considered the minimum standards in legislating for an EAF, are reflected in Sri Lanka's policies and legislation relevant to the fisheries sector of the country and other relevant sectors (such as environment, wildlife, ecosystems, and maritime affairs). Based on this preliminary diagnosis, gaps were identified in the assessed instruments, and recommendations were made for improving the implementation of an EAF.This report was elaborated following a participatory approach with the involvement of the national competent authorities of Sri Lanka. Drafted in July 2021, the report was submitted to the national authorities of Sri Lanka in October 2021, and revised in October 2022. The National Aquatic Resources Research and Development Agency (NARA) and the Department of Fisheries and Aquatic Resources (DFAR) endorsed this EAF Legal Report in January 2023.

But growth of coastal populations and increasing demands on marine resources are putting the future of ocean and coastal resources at risk through impacts such as overfishing, wetland drainage, climate change, and pollution of coastal waters. Given these demands, it is vital to build capacity-the people, the institutions, and technology and tools-needed to manage ocean resources. Unfortunately, many capacity building efforts focus on specific projects rather than on capacity building as goal unto itself, resulting in activities that are not funded or sustained past the typically short project lifetime. This book finds that the most successful capacity-building efforts meet the needs of a specific locale or region based on periodic assessments and include plans to maintain and expand capacity after the project ends. The report recommends ways that governments and organizations can help strengthen marine protection and management capacity, including conducting periodic program assessments, making plans to sustain funding, and developing leadership and political will. The book was produced at the request of Gordon and Betty Moore Foundation, the President's Circle of the National Academies, the David and Lucile Packard Foundation, the National Oceanic and Atmospheric Administration, the National Science Foundation, the Marisla Foundation, and the Curtis and Edith Munson Foundation.

Recently, coastal lagoons have become a relevant environmental concern: land claiming, pollution and the lack of management, among other factors, have strongly modified both the structure and functioning of these sensitive coastal ecosystems. In particular, the management of traditional aquaculture and capture fisheries activities has been identified as the main instrument to maintain lagoons' ecological features and to prevent the degradation of their sensitive habitats, both from an environmental and socioeconomic point of view.

Book excerpt: This multi-sited island ethnography illustrates how the embattled politics of (im)mobility, belonging, and patronage among coastal fishing communities in Sri Lanka ́s militarised northeast have intersected in the wake of civil war. It explores an undertheorized puzzle by asking how the conceptual dualisms between co-operation and contestation simplify the complex lifeworlds of small-scale fishing communities that are often imagined by scholars through allegories of rivalry and resource competition. Drawing on ordinary interpretations and lived practices implicated in the vernacular term sambandam (bearing multiple meanings of intimacy and entanglement), the book traces how intergroup co-operation is both affectively routinised and tactically instrumentalised across coastlines, and at sea. Given its distinct focus on translocal and ethno-religiously plural collectives, the study maps recent historic formations of diverse practices and their contentions, from networked ‘piracy’ and dynamite fishing, to collective rescue missions and coalitional lobbying. Moreover this work serves as an open invitation to academics, policymakers and activists for re-imagining multiple modes of ethical being and doing, and of everyday sociality among so-called ‘deeply divided’ societies. A rich ethnography that pays meticulous attention to a complex social fabric made up of locals, settlers and migrants, with multiple linguistic and religious affiliations, sometimes contending fishing practices, and migration and livelihoods patterns as they have been affected by tsunami, war and the aftermaths of both. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. It encompasses 17 volumes, each one devoted to one of the 17 SDGs. This volume is dedicated to SDG 14 “Conserve and sustainably use the oceans, seas and marine resources for sustainable development". Marine and coastal bio-resources, play an essential role in human well-being and social and economic development. This volume addresses this sustainability challenge providing the description of a range of terms, which allows a better understanding and fosters knowledge about it. Concretely, the defined targets are: Prevent and significantly reduce marine pollution of all kinds, in particular from land-based activities, including marine debris and nutrient pollution Sustainably manage and protect marine and coastal ecosystems to avoid significant adverse impacts, including by strengthening their resilience, and take action for their restoration in order to achieve healthy and productive oceans Minimize and address the impacts of ocean acidification, including through enhanced scientific cooperation at all levels Effectively regulate harvesting and end overfishing, illegal, unreported and unregulated fishing and destructive fishing practices and implement science-based management plans, in order to restore fish stocks in the shortest time feasible, at least to levels that can produce maximum sustainable yield as determined by their biological characteristics Conserve at least 10 per cent of coastal and marine areas, consistent with national and international law and based on the best available scientific information Prohibit certain forms of fisheries subsidies which contribute to overcapacity and overfishing, eliminate subsidies that contribute to illegal, unreported and unregulated fishing and refrain from introducing new such subsidies, recognizing that appropriate and effective special and differential treatment for developing and least developed countries should be an integral part of the World Trade Organization fisheries subsidies negotiation 16 Increase the economic benefits to small island developing states and least developed countries from the sustainable use of marine resources, including through sustainable management of fisheries, aquaculture and tourism Increase scientific knowledge, develop research capacity and transfer marine technology, taking into account the Intergovernmental Oceanographic Commission Criteria and Guidelines on the Transfer of Marine Technology, in order to improve ocean health and to enhance the contribution of marine biodiversity to the development of developing countries, in particular small island developing states and least developed countries Provide access for small-scale artisanal fishers to marine resources and markets Enhance the conservation and sustainable use of oceans and their resources by implementing international law as reflected in the United Nations Convention on the Law of the Sea, which provides the legal framework for the conservation and sustainable use of oceans and their resources, as recalled in paragraph 158 of “The future we want” Editorial Board Ulisses M. Book excerpt: With the entering into effect of new CITES listings for seven shark and ray species in 2014 (decided at COP16, Bangkok, 2013), FAO ran interviews with a range of shark fisheries actors to determine the impacts of governance changes in, and on, these fisheries. These interviews were conducted in collaboration with Department of Fisheries and Aquatic Resources of Sri Lanka and revealed the successes and failures in the communication of the new governance measures, which affected fishing and trade, and their impacts on food security and livelihoods. This report collates information on these impacts, as a result of a range of fisheries controls and new CITES provisions, and evaluates the effectiveness of these revised governance measures. The results offer useful insights for fisheries managers in Sri Lanka and beyond, as well as CITES (both its Secretariat and Parties), which will help guide the delivery of future investment supporting the management and conservation of threatened, commercially exploited marine species.
