In Russia, efforts by NGOs to promote reform since the fall of the Soviet Union have been aimed at achieving both objectives. This fascinating and highly illuminating book explores the political, legal, and attitudinal barriers to environmental reform in Russia since 1991. The authors, renowned experts in the field, explore efforts to develop a mature civil society in Russia, and analyse the policy views of environmental groups, the media, and the scientific community. Three important case studies underpin the study: suspended plans to build an oil pipeline near Lake Baikal; management of Cold War-generated radioactive waste at Chelyabinsk; and public reaction to the introduction of genetically modified foods. The conclusion is that although civil society groups face obstacles in the form of apathy, state-imposed constraints on their activities, and agency reluctance to confer on decisions, there are some successes in reversing decisions due in part to NGO pressures yielding reform. This path-breaking book will be of enormous interest to scholars, researchers and students focusing on comparative environmental policy and politics, contemporary public policy in Russia, and international politics.

This book explores how policymaking works in Russia, focusing on the important field of environmental policy. It argues that, contrary to the prevailing view that the presidency dominates the policy process, with Putin making all major decisions or at least being the arbiter between conflicting parties, policy is in fact made a range of competing interests including the bureaucracy and influential industry and industrial association lobbyists, with relatively little intervention from Putin. The book shows how, although Russia does not have a strong civil society, environmentalist views are represented through the institutionalized bureaucracy. The book concludes that policy decision making in Russia is quite dispersed and not overcentralized.

Its national projects are complex and ensure a balance of all three components of sustainable development: economic, social and environmental factors. In 2019, the active formation of the green finance market took place in Russia. The green economy was officially proclaimed by the federal government and industry experts. Target programmes for environmental protection were adopted at the national and regional levels, taking into account the ecological specifics of the regions. However, the Russian economy is highly dependent on the extraction of mineral resources and hydrocarbons (e.g., oil and gas). This chapter investigates the Russian federal government's policies to resolve the ongoing environmental issues in the country, including a critical evaluation of various state programmes, the effectiveness of their implementation and an examination of legislation and macro statistics. The following conclusions are made. The national strategy for financing sustainable development has an unclear structure with incomplete coverage and an unsystematic approach. Hence, the transition to the model of green economic growth is questionable. The definition of a green economy is not adequately formed; thus, it is challenging for the government and businesses to measure, manage and regulate it. As a result, it complicates the formation of financing mechanisms for green investments. This is also constrained by the lack of general agreement on which sectors of the national economy are recognised as negatively affecting the environment.

The key industries are also the most environmentally damaging: mining, metallurgical and chemical industries. There are some 600 large-sized and medium-sized enterprises located within the Middle Urals' region. Their annual solid and gaseous chemical releases have led to exceeding some maximum permissible contaminant concentrations by factors of tens and hundreds. The environmental problems of the Middle Urals are of such magnitude, seriousness, and urgency that the limited available resources can be applied only to the problems of the highest priority in the most cost-effective way. By the combined efforts of scientists from Lawrence Livermore National Laboratory (USA), Institute of Industrial Ecology (Ekaterinburg, Russia) and Russian Federal Nuclear Center (Snezhinsk, Russia) the project on Environmental Priorities Assessment was initiated in 1993. Because the project will cut across a spectrum of Russian environmental, social, and political issues, it has been established as a genuine Russian effort led by Russian principals. Russian participants are the prime movers and decision-makers, and LLNL participants are advisors. A preliminary project has been completed to gather relevant environmental data and to develop a formal proposal for the full priorities assessment project for submittal to the International Science and Technology Center. The proposed priorities assessment methodology will be described in this paper. The specific objectives of this project are to develop and to implement a methodology to establish Russian priorities for future pollution prevention efforts in a limited geographic region of the Middle Urals (a part of Chelyabinsk and Sverdlovsk Oblasts). This methodology will be developed on two geographic levels: local (town scale) and regional (region scale). Detailed environmental analysis will be performed on a local scale and extrapolated to the regional scale.
