Consistent with aspirations across the region, it is seeking to develop its higher education system as rapidly as possible. Vietnam’s approach stands out, however, as being extremely ambitious. Indeed, it may be at risk of attempting to do too much too quickly. By 2020, for example, Vietnam expects its higher education system to be advanced by modern standards and highly competitive in international terms. This vision faces many challenges. The economy, though growing rapidly, remains reliant on the availability of unskilled labour and the exploitation of natural resources, and decision making in many areas of public life continues to be hamstrung by a legacy of over-regulation and centralised control. A large number of goals and objectives have been set for reform of the higher education system by 2020. The success of these reforms will have a major bearing on the future quality of the system. This sober assessment Vietnam’s global competitiveness forms a backdrop to the subject matter of this book, that is, the state of Vietnam’s higher education system. The book provides a comprehensive and scholarly review of various dimensions of the higher education system in Vietnam, including its recent history, its structure and governance, its teaching and learning culture, its research and research commercialisation environment, its socio-economic impact, its strategic planning processes, its progress with quality accreditation, and its experience of internationalisation and privatisation.

Book excerpt: The American Recovery and Reinvestment Act of 2009 (ARRA), signed into law by President Obama on February 17, 2009, provides an unprecedented opportunity for states to use this significant infusion of one-time federal funds to protect access and quality while improving cost effectiveness and increasing degree productivity. While ARRA contains strong directives to promote improvements in K-12 education, no similar direction is given regarding funds for higher education. States and institutions will be under great pressure to spend ARRA resources to base budget gaps, thereby creating funding dependencies that cannot be sustained and missing the opportunity to invest in long-term improvements. It is essential for state policymakers and higher education leaders to recognize that: (1) ARRA is temporary; and (2) ARRA dictates funding levels, not how the funds are to be used. This paper offers guidance to state fiscal policymakers for making maximum use of this opportunity to protect access and success in higher education, and to better position institutions for the future.

Public institutions of higher learning are called upon by state governments to provide educational access and opportunity for students. Paradoxically, the education policies enacted by state legislatures are often complex and costly to implement, which can ultimately detract from that mission. Richard Richardson, Jr., and Mario Martinez evaluate the higher education systems of five states to explain how these policies are developed and how they affect the performance of individual institutions. The authors compare the higher education systems of New Mexico, California, South Dakota, New York, and New Jersey and describe the difficulty of enforcing state policies amid increasing demands for greater efficiency and accountability. In the process they identify the "rules in use"—rules that are central to the coherence and performance of higher education systems—that administrators apply to meet organizational goals within the constraints of changing, sometimes conflicting federal and state policies. Incorporating rich data from seven years of observations, interviews, and research, Richardson and Martinez offer a clear comparative framework for understanding state higher education.
