Book excerpt: When social democratic politicians in the 1990s moderated their ideas and policies as part of a turn towards the "third way," they were assailed as traitors to the cause. Remaining Loyal demonstrates that while third way social democrats in Quebec and Saskatchewan supplemented certain social democratic ideas with more right-wing economic programs, their public policies remained true to the original spirit of social democracy. Drawing on a range of archival resources, David McGrane traces the evolution of social democracy in Quebec and Saskatchewan from their respective origins in social Catholic thought and agrarian protest movements at the turn of the twentieth century to the most recent Parti Québécois and New Democratic Party governments. In doing so, he reconstructs the public policies of traditional social democracy from the postwar era and the third way in the 1990s and early 2000s and finds both differences and continuities. McGrane contends that remaining loyal to core social democratic values is exactly what differentiates the third way from neo-liberalism in Saskatchewan and Quebec. The first historical comparison of social democracy in Saskatchewan and Quebec, Remaining Loyal challenges how we think about the recent ideological evolution of left-wing parties in Canada and the rest of the world.

The aim of this collection of texts is to propose a number of specific measures member states can take to help adult migrants become acquainted with the language of the host country. The main focus is on organising language courses that meet migrants’ real communication needs. It is not enough for authorities simply to consider the technical aspects of such courses, they should also design and conduct them in accordance with the fundamental values of the Council of Europe. A number of issues concerning the linguistic integration of adult migrants are presented here, beginning with the notion of linguistic integration itself. Family reunion, the nature of citizenship and the function of language tests, among others, are dealt with from the point of view of language and language use. Readers are invited to reflect on the type of language competences that need to be acquired as well as an appropriate use of the Common European Framework of Reference for Languages. Are the reforms only "technical" and "a-political" (to pursue effectiveness, efficiency, responsiveness, and the like) as claimed by the decision makers? Living longer means most persons will have fewer years to earn money to maintain their lives in a longer retirement. How can these two forces be resolved through public policy? At the same time greater competence in the later years needs clues to ways of releasing this productivity for the benefit of society and individuals. Adding healthy life expectancy and creating as much as possible disability-free years is a goal that can only be reached through fact finding by a multidisciplinary team of scientist collaborating on an international basis. Such a team is present in the collaborators represented in this book. The information presented in 'Aging in Europe' has not been available in any single source before. In many ways this book provides a model of gaining knowledge through cooperation that should guide us in the next century and beyond.

Goffman examines the strategy of words and deeds; he uses the term "strategic interaction" to describe gamelike events in which an individual's situation is fully dependent on the move of one's opponent and in which both players know this and have the wit to use this awareness for advantage. Goffman aims to show that strategic interaction can be isolated analytically from the general study of communication and face-to-face interaction. The first essay addresses expression games, in which a participant spars to discover the value of information given openly or unwittingly by another. The author uses vivid examples from espionage literature and high-level political intrigue to show how people mislead one another in the information game. Both observer and observed create evidence that is false and uncover evidence that is real. In "Strategic Interaction," the book's second essay, action is the central concern, and expression games are secondary. Goffman makes clear that often, when it seems that an opponent sets off a course of action through verbal communication, he really has a finger on your trigger, your chips on the table, or your check in his bank. Communication may reinforce conduct, but in the end, action speaks louder. Those who gamble with their wits, and those who study those who do, will find this analysis important and stimulating.

Furthermore, Barnett observes that the world of humanitarianism is divided between an emergency camp that wants to save lives and nothing else and an alchemist camp that wants to remove the causes of suffering. These camps offer different visions of what are the purpose and principles of humanitarianism, and, accordingly respond differently to the same global challenges and humanitarianism emergencies. Humanitarianism has developed a metropolis of global institutions of care, amounting to a global governance of humanity. This humanitarian governance, Barnett observes, is an empire of humanity: it exercises power over the very individuals it hopes to emancipate. Although many use humanitarianism as a symbol of moral progress, Barnett provocatively argues that humanitarianism has undergone its most impressive gains after moments of radical inhumanity, when the "international community" believes that it must atone for its sins and reduce the breach between what we do and who we think we are.
