They are spurred to action by an extremist ideology that is nurtured, demonstrated, and led by al Qaeda and its leadership. This ideology serves as the insurgency’s center of gravity whereby it gains all manner of support across a broad spectrum of functional resources in multiple operational domains. As operating environments change, these ideology inspired decentralized insurgent organizations are able to quickly adapt their methods of operation. In order to defeat this evolving, ubiquitous yet elusive threat, the US must develop a comprehensive strategy that incorporates all instruments of US national power, as well as those of its allies. This strategy must also defeat or mitigate the enemy’s center of gravity in order to have any chance of success. This thesis argues that as lead combatant command in the WOT, the US Special Operations Command (USSOCOM) should conduct continuous, global, pre-emptive low-visibility operations in order to disrupt insurgent operations. In order to accomplish its WOT missions, USSOCOM must effectively organize and array forces and resources to defeat insurgent functional resources across multiple operational domains.

Book excerpt: Since the late 1990s, the United States has funneled billions of dollars in aid to Colombia, ostensibly to combat the illicit drug trade and State Department-designated terrorist groups. The result has been a spiral of violence that continues to take lives and destabilize Colombian society. This book asks an obvious question: are the official reasons given for the wars on drugs and terror in Colombia plausible, or are there other, deeper factors at work? Scholars Villar and Cottle suggest that the answers lie in a close examination of the cocaine trade, particularly its class dimensions. Their analysis reveals that this trade has fueled extensive economic growth and led to the development of a "narco-state" under the control of a "narco-bourgeoisie" which is not interested in eradicating cocaine but in gaining a monopoly over its production. The principal target of this effort is the Revolutionary Armed Forces of Colombia (FARC), who challenge that monopoly as well as the very existence of the Colombian state. Meanwhile, U.S. business interests likewise gain from the cocaine trade and seek to maintain a dominant, imperialist relationship with their most important client state in Latin America. Suffering the brutal consequences, as always, are the peasants and workers of Colombia. This revelatory book punctures the official propaganda and shows the class war underpinning the politics of the Colombian cocaine trade.

But it is hard to reconcile this picture, the very image of American exceptionalism, with what America’s Use of Terror shows us: that the United States has frequently resorted to acts of terror to solve its most challenging problems. Any “war on terror,” Stephen Huggins suggests, will fail unless we take a long, hard look at ourselves—and it is this discerning, informed perspective that his book provides. Terrorism, as Huggins defines it, is an act of violence against noncombatants intended to change their political will or support. The United States government adds a qualifier to this definition: only if the instigator is a “subnational group.” On the contrary, Huggins tells us, terrorism is indeed used by the state—a politically organized body of people occupying a definite territory—in this case, the government of the United States, as well as by such predecessors as the Continental Congress and early European colonists in America. In this light, America’s Use of Terror re-examines key historical moments and processes, many of them events praised in American history but actually acts of terror directed at noncombatants. The targeting of women and children in Native American villages, for instance, was a use of terror, as were the means used to sustain slavery and then to further subjugate freed slaves under Jim Crow laws and practices. The placing of Philippine peasants in concentration camps during the Philippine-American War; the firebombing of families in Dresden and Tokyo; the dropping of atomic bombs on Hiroshima and Nagasaki—all are last resort measures to conclude wars, and these too are among the instances of American terrorism that Huggins explores. Terrorism, in short, is not only terrorism when they do it to us, as many Americans like to think. And only when we recognize this, and thus the dissonance between the ideal and the real America, will we be able to truly understand and confront modern terrorism.

Sudan, Somalia, and Yemen are Muslim states, situated at the periphery of the heart of Islam, which is generally identified as the Arab Peninsula, Egypt, and the Fertile Crescent. This area is of strategic significance to both sides of the vital shipping route that connects the Arabian Sea (the Indian Ocean) and the Red Sea. Osama Bin Laden, al-Qaida, and members of other radical Islamic organizations have found allies and safe havens in both the heart of Islam and its periphery. The presence of radical Islamic entities in the region, alongside local problems and conflicts rooted in national, ethnic, and tribal issues, has turned the Red Sea countries into a nucleus of instability and dissension, one that threatens the security and peace of both neighboring and more distant countries. Shay examines the three countries designated as the Red Sea Terror Triangle, and explores the ties each maintains with Islamic terror, as well as the reciprocal links between them. Understanding these countries is of critical importance, since all or some of them may constitute a base for Islamic terror organizations in the future.

Recent events have put the spotlight on Syria's policies and actions. After the assassination of a Lebanese politician, protests in Lebanon led to the withdrawal of Syrian troops. While the withdrawal averted an immediate threat of bloodshed, the Bush administration accused Syria of being a source of instability in the Middle East, with Secretary of State Rice charging that Syria was still active in Lebanon and was supporting foreign terrorists fueling the insurgency in Iraq. The U.S.-Syrian relationship is of critical importance to the United States' efforts to promote democracy throughout the Middle East. At the same time, the United States has been pressuring Syria to clamp down on terrorism within its own borders. Rabil provides a history of the modern U.S.-Syrian relationship, putting the latest events in the context of this contemporary history, and placing the relationship in the context of Middle Eastern politics.
