It is intended to supplement the author's book on The Government of American Cities, which was published three years ago. Accordingly, it has to do with functions rather than with framework; its aim is to show how various city departments are organized, what work they have to do, and what problems they usually encounter in getting things done. The subject is a large one, of course; and much has been written about it during the last dozen years. Nearly all of these writings, however, fall into two definite categories : either they are general surveys of the most elementary character, or they are technical treatises which cover in great detail some single branch of municipal work such as street paving, water supply, or waste disposal. Between these two extremes the present volume tries to steer a middle course. It does not attempt to touch upon every phase of city administration, yet the various chapters do include a substantial part of the entire field, and they endeavor to give the reader something more than a mere glimpse of how the problems of a modern city are being handled to-day. It is to be remembered, however, that methods of municipal administration differ so widely from city to city and are so continually in process of change that generalizations are apt to be faulty or misleading. Book excerpt: Excerpt from Municipal Administration Much has been written on various aspects and problems of municipal administration, and some brief general outlines have also appeared; but nothing has thus far been published which can claim to be more than a partial or an elementary treatment, as indeed the authors would be the first to admit. This stage of fragmentary writing has been a necessary and an important one is developing the discussion and literary treatment of a new subject of large and growing significance. It would seem, however, that the time has now come for a more comprehensive and more systematic treatise, and it is an attempt in this direction that the writer makes bold to present this work. The title, "Municipal Administration," probably conveys a general idea of the subject to the minds of readers. Yet such is the vagueness and uncertainty with which words are used that it will be worth while to make the conception more exact by some definition of terms. Administration is a general term with the widest range of meaning, applying to the management of any kind of business. In reference to public affairs, administration is the detailed execution of general policies, the application of laws. It is to be contrasted and distinguished from legislation, and is indeed the work of public officials, established and set in operation by legislative measures. Municipal administration is that branch of public administration intrusted to municipal officials. The duties of such officials are almost exclusively of an administrative rather than a legislative character; and for that reason the title given is preferred to the less definite term "municipal government." Conflicts of opinion and serious disputes about theories and methods would be unavoidable even if nothing further should be attempted than a plan of city government formed by compilation and deductions from American precedents and experience alone. I must think that such a treatment of the matters we are to deal with would be quite inadequate; for very instructive lessons in municipal government can be best studied in the practical methods, and the results of administration in the leading cities of Europe, where municipal experience has been much longer and more varied than in the United States.
