Book excerpt: Picard's methodology has three stages: establishing the sound correspondences between a source language (such as Proto-Algonkian) and a target language (such as Arapaho); exploiting the concept of naturalness in phonological change to the fullest in order to construct working hypotheses as to what the most likely historical processes could have been, and to determine in a nonarbitrary fashion which processes could have taken place simultaneously; and ordering these processes in accordance with the various feeding, bleeding, counterfeeding, and counterbleeding relations that exist between a great many pairs of diachronic processes. Picard applies his theoretical assumptions to a detailed development and analysis of the phonological changes that have taken place between Proto-Algonkian and modern Arapaho. In addition he provides a segment-by-segment derivation of over two hundred lexical items, showing exactly which sound changes have applied in each case. Principles and Methods in Historical Phonology is a valuable addition to historical studies of Algonkian languages and will be of particular interest to Algonkianists as well as linguists in general.

The author sees like events occurring at all periods, a phenomenon which he considers is disguised by too great a reliance upon certain characteristics of the scholarly tradition. Thus he argues that those innovations arrived at by speakers of the English language many years ago are not in principle unlike those that can be seen to be happening today. Phonological mutations are, on the whole, not to be regarded as unique, novel, once only events. Speakers appear to present to speech sound materials, a limited set of evaluative and decoding perceptions, together with what would seem to be a finite number of innovation producing stratagems in response to their interpretation. It is stressed that this interpretation may itself be a direct product of the kinds of data selected for presentation in traditional handbooks and Jones notes the fact that phonological change is often "messy" and responsive to a highly tuned ability to perceive fine phonetic detail of a type which, by definition, rarely has the opportunity to surface in historical data sources.

The model explains the phonological distinctions that function contrastively in the world's languages rather than presenting it as a 'random' list. Van der Hulst shows how this model accounts for a number of central claims about markedness and minimal specification. He explains how the representational system accounts for phonological rules and shows how this theory can be applied to sign language structure. Through comparison to other models, he also provides insight into current theories of segmental structure, commonly used feature systems, as well as recurrent controversies.
