Es esto lo que se ha tratado de hacer en la presente obra y el lector descubrirá bien pronto que las meras teorías, han sido objeto de poca atención y que los principios sentados son los que han sido establecidos por los tribunales o de otro modo, en el ejercicio práctico del gobierno".
