Book excerpt: This qualitative study examined elementary principals' perceptions regarding departmentalization at the elementary level, elements influencing elementary schools' decision to departmentalize, and the effectiveness of various models of departmentalization. Elementary principals from 11 school districts in southcentral Pennsylvania completed the online survey and participated in phone interviews. Results of this study indicated that elementary principals reserve departmentalization for the intermediate grades, third through fifth. The study also revealed that departmentalization allows teachers to specialize in a content area and it can capitalize on a teacher's area of strength or interest. The perceptions of principals demonstrated that teachers are better able to prepare lessons and meet the academic needs of students in a departmentalized setting. Additional findings of the study, included the notion that principals should utilize teacher input and areas of strength in developing a departmentalization model and the departmentalization can be incorporated into an elementary school's master schedule. Since elementary principals are seeking ways to improve student achievement results in an age of increased accountability, these findings may offer guidance to elementary school principals who are seeking to implement strategies that strengthen content area instruction at the elementary level.

Teachers from two elementary schools, one middle school, and one high school within a rural school district in Southeastern Pennsylvania participated in this study which utilized a researcher-developed survey, focus group questions, and interviews for data collection. Overall, information from this study revealed that teachers demonstrated awareness of different types of available data that can be used to inform instructional decisions for students. The teachers supported the use of classroom-based assessments, progress monitoring, and observations as useful data to affect instructional decisions. The results of this study, as well as information provided by the research community, revealed that there has been a concerted effort on the part of public education to help teachers understand the importance of data and its relevance to instructional decision making. The results also revealed that nearly half of the teachers surveyed did not agree that there was value to using data from the PSSA to make instructional decisions. Participants minimized the importance of benchmark assessments and PVASS as valuable measures to inform instruction.

Much has been written on decision making but surprisingly little on decision making in the school principalship. Much has been also written on evaluation as well as on evaluation and decision making, but not much has been written on evaluation in decision making, especially decision making in the principalship. This book presents two messages. One is that decision making in the principalship can be studied and improved and not only talked about in abstract terms. The other message is that evaluation can contribute to the understanding of decision making in the principalship and to the improvement of its practice. In this book we call for the conception of an evaluation-minded principal, a principal who has a wide perspective on the nature of evaluation and its potential benefits, a principal who is also inclined to use evaluation perceptions and techniques as part of his/her decision-making process. This book was conceived in 1985 with the idea to combine thoughts about educational administration with thoughts about educational evaluation. Studies of decision making in the principalship had already been on their way. We decided to await the findings, and in the meantime we wrote a first conceptual version of evaluation in decision making. As the studies were completed we wrote a first empirical version of same.

Book excerpt: The purpose of this record of study was to investigate the nature of relationships between the perceptions of principals and teachers on site-based decision making (SBDM) and to uncover patterns existing in relationships between and among state school ratings, principals' and teachers' perceptions of SBDM decision making at their schools, and school outcomes of discipline referrals and attendance percentages. The investigator chose four schools with different state school ratings as sites for investigating these relationships. Participants in the study were principals and teachers selected from four school types: Exemplary, Academically Recognized, Academically Acceptable, and Academically Unacceptable. The research design was a non-experimental and descriptive design focused on the four selected elementary school types. The descriptive statistic of mean was used to determine the strengths of relationships between these variables. Results of the investigation identified various trends between principals' and teachers' perceptions about SBDM at their schools. Outcomes from discipline referrals and attendance percentages in the four types of schools did not show a noteworthy difference. Overall, the data were an indication that elementary principals and teachers embrace the idea of SBDM at levels between 30% and 69% or at a higher level of 70% or above, regardless of the state's rating of school type, number of student discipline referrals, or percentage of student attendance. This was demonstrated by the vast number of "strongly agree" and "agree" responses to survey items among the four schools with different ratings. Using this study as a baseline, recommendation is made to conduct a study of all district schools using a more precise survey to determine the effects of principals' and teachers' perceptions of SBDM on student achievement. Additional recommendation is made for a study to determine whether common variables other than SBDM exists in high performing Texas elementary schools that could possibly have an impact on student achievement. Although achievement objectives and instructional activities may vary as described in a state's curriculum, this particular research could be accomplished without regard to a particular state. Book excerpt: This qualitative phenomenological study explored elementary school principals in the northeastern United States perceptions of the influence of systems, structures and practices that incorporate student voice in the decision-making school governance structure, emphasizing Black and Latino students. Additionally, the study focused on understanding how incorporating student's voice contributes to increased student academic performance while contemporaneously promoting student leadership, agency, and activism. To investigate elementary school principals' perceptions of the influence of student voice within their school communities, twelve principals with at least one year of experience as a school leader were interviewed. The information gathered from the interviews examined how elementary school principals prioritize student voice. This study's collected and analyzed data may be used to support elementary school principals on ways to incorporate systems, structures, and practice within school communities that promote student voice. The results of this study highlight the significance of including student voice in elementary school, as early as pre- kindergarten. The key findings from this study revealed that districts and school mission, vision and initiatives emphasized the importance of student voice; however, there were no formal policies to guarantee its existence. Additionally, when principals developed school wide structures such as student councils that promote student voice, those structures contributed to actualizing student voice across classrooms. The study also highlights that student voice emerged as early as pre- kindergarten, materializing in different forms and student voice impact overall academic achievement. Further, principals detailed that student voice builds student engagement, school community and permeates an overall positive school culture and climate that prepares students to be global citizens. The principals in this study emphasized that Black and Latino student representation in all student voice activities was imperative. Activities such as student council and student discourse within classrooms were identified as initiatives where Black and Latino students were represented and their voices were heard. Finally, this study provided recommendations aligned to policies, programs, practices, and future studies.
