Book excerpt: This study investigated principals' perceptions in the hiring process of classroom teachers in high minority (Latino) schools. Nine secondary principals in five school districts in Washington state were interviewed regarding their perceptions of characteristics of high quality teachers in their school. Data gathered via personal interviews indicated that principals identified teachers who "fit" their schools and their current staff by focusing on state and federal highly qualified mandates and their own subjective criteria for desirable teacher characteristics. Participating administrators promoted what was described as a "colorblind" hiring process that would allow them to remain "ethnically neutral" when hiring teachers. Despite principals' professed desire to provide their students with same-race mentors, the process described had the effect of ensuring that the high percentages of white staff at high minority schools would persist in high minority schools, thus leaving little hope for a change in the ethnic or racial demographics of the teaching staff in these schools.

Book excerpt: Both nationally and at the state level, educational reform is focusing on the improvement of classroom instruction. Recently, Washington State enacted the Teacher/Principal Evaluation Pilot (TPEP) to define evaluation criteria intended to measure effective professional practices, including classroom instruction. This exploratory survey study sought to describe the perceptions of Washington State elementary principals regarding their professional development needs for implementation of the new evaluation criteria. The survey consisted of 5 parts totaling 25 questions and was disseminated to 1,897 elementary principals with a return rate of 354. While the state effectively disseminated initial information about the evaluation criteria through local Educational Service Districts (ESDs), some policy inconsistency appears to have developed between the school district and building level in terms of implementation support for principal leadership activities, learning behaviors, and preferred learning topics. Responses indicated that principals rarely engage in social learning activities that would prepare them as a group to consistently and reliably interpret the criteria on the evaluation. Also, few principals identified a strong desire to learn about collaborative structures within their school, which increases concerns about the sustainability of the TPEP policy, because of the need to develop shared understandings of the language and the expectations. Fostering such an understanding may comprise the next phase of development.

The first major objective was to provide an updated description of the teacher evaluation process in public school systems in the State of Ohio by determining the current perceptions and attitudes of principals and teachers toward the evaluation of teachers. Specifically, the following aspects of the teacher evaluation process were described and compared for principals and teachers--- the structure of the evaluation process, the criteria of the evaluation, the uses of evaluative information, principals' and teachers' attitudes toward the evaluation process, and the strengths and weaknesses of the evaluation process. This study also provided and compared principals' and teachers' actual and ideal perceptions about criteria of the evaluation and uses of evaluative information. In addition, the evaluative criteria and uses of evaluative information that principals and teachers perceived need to be utilized more in the teacher evaluation process were identified. The perceptions of principals and teachers were found to be different for a majority of areas surveyed. The second major objective in conducting this study was to provide an exploratory, empirical testing of the relationship of five important elements of the teacher evaluation process (the utilization of evaluation conferences, the manner in which evaluative goals are established, the use of teacher self-evaluation, the extent of evaluator training, and the use of multiple evaluators and/ or multiple sources of evaluative information) to five areas of professional concern about the teacher evaluation process or perceived areas of weakness of the teacher evaluation process (the adequacy of teacher input provided by the evaluation process, the technical quality of the evaluation, the fairness of the evaluation process, confidence in the evaluation process, and the usefulness of the evaluation process in improving teacher performance). Specifically here, the perceptions of respondents in the categories utilized were examined separately for principals and teachers to ascertain the perceived relationship of these five elements of the teacher evaluation process to the areas of concern about the teacher evaluation process or perceived areas of weakness of the teacher evaluation process. Teachers were found to be very much in agreement with theoretical relationships investigated, while principals were in agreement to a more limited extent. The information gleaned from achieving these two major objectives of the study should prove useful to a variety of educational audiences.
