When the Commission had been appointed the time allotted to the work had been lessened by several months. But, even with our limited period of activity, we feel that the result of our efforts is not at all discreditable. This is to a great extent due to the hearty efforts of those who engaged in the outdoor services, cov ering the field of investigation, and who have given us valuable data. We were also much aided by the employers of the State, by the stewards and managers of charitable institutions, a number of uni versity professors and the heads of the departments of the Federal and State Governments, to all of whom our thanks are due and tendered. The Commission wishes to give due credit to Mr. Abraham Epstein, the Commissions' Director of Research, for his excellent service in bringing out this report. He has directed the out-door investigations, compiled the results, and written the comments of this, our tenta tive accomplishment. Much credit is also due to the faithful services rendered by Mr. Anatole Feldman and Miss G. E. Maeder, the assistants in the office. Book excerpt: Excerpt from Old Age Pensions and the Aged Poor: A Proposal In a previous volume* I brought together such facts as I had been able to collect as to the condition of the Aged Poor in England and \vales and I promised to deal later with proposals for their relief. Meanwhile, we have had the Report of the Royal Commission on the subject, and also that of a Committee of the House of Lords appointed with the Special object of carrying the question to a more definite conclusion. These reports yield only a negative result in so far as they neither approve of any of the schemes submitted, nor themselves suggest any other as more practical but, on the other hand, both reports recog nize the existence of a state of things which still cries for remedy. More recently Bills for the establishment of pensions in old age have been presented to Parliament, and ion more than one occasion have been carried by large majorities on second reading while the question of cost has been referred to and reported on by an important departmental committee representing the Government offices chie y concerned in any such contemplated measures; the heavy cost being regarded as the main obstacle, and by many as the only objection, to these proposals. In the present volume (first published in 1899) I brie y recapitulate the facts and sketch the measure I should myself suggest. The work above referred to concluded with a summary of the facts and deductions therefrom, and part of this I ven ture to repeat by way of introduction to the present volume. This is a detailed history of the social welfare movement in the United States during the period from the end of World War I to the inauguration of President Franklin D. Roosevelt, an era which most historians characterize as one of normalcy and reaction. In his book Professor Chambers demonstrates that this was actually a seedtime of reform, a period when the groundwork was laid for many of the sweeping social changes which were to take place under the New Deal. While it is true, as the author points out, that the years from 1918 to 1933 were not hospitable to the cause of reform, it was during these years that reform leaders and welfare workers (and the associations and agencies they directed) elaborated new theories and programs of action to alleviate, prevent, and overcome certain persisting social ills. Although little was constructively achieved until new political leadership, operating in the context of acute and prolonged economic crisis, acted in the 1930s, much of what we identify as the New Deal was rooted not only in prewar progressivism but in the research, agitation, and welfare services of the 1920s as well. Reformers and welfare workers made especially significant contributions in the areas of housing, social security, public works, federal responsibility for dependent groups in society, and working conditions.
