The following questions guided the study: how do political actors manipulate elections, and what are the salient features of electoral politics in Sri Lanka? Primary and secondary data formed the basis of the analysis, examining eight presidential elections. The research findings indicated that Sri Lankan governments, political parties and political leaders have taken advantage of six types of electoral manipulation, including constitutional tinkering, field fixing, time fixing, vote suppression, process manipulation and resource manipulation. Through a close examination of eight presidential elections, research carried out for the volume found that elections are often associated with violence; presidential elections are mainly a majoritarian affair in which minority communities play only a marginal role; there is a significant gender imbalance, as women’s participation in the electoral process is very limited; despite the presence of a large number of candidates contesting the election, it always remains a two-way race; and amid extensive manipulation and other problems, voter participation tends to be high. The examples of Kosovo and Rwanda, leave alone other uncared for and lonely outposts on the globe, are still to unfold themselves in the final reckoning. For ethnicity is global and infectious reaching almost epidemic proportions in countries where minority groups strive for a fair share of the ever-shrinking national pie and feel neglected, if not adequately cared for, and are not endowed with equal rights with an independent judiciary and enlightened forward-looking political leadership, especially from the majority ethnic group. Dr. Gunasingam has raised these questions with all their ramifications in his comprehensive thesis.

The United Nations said the conflict had killed between 80,000 and 100,000 people in Sri Lanka since full-scale civil war broke out in 1983. A US State Department report offered a grisly catalogue of alleged abuses, including the killing of captives or combatants seeking surrender, the abduction and in some cases murder of Tamil civilians, and dismal humanitarian conditions in camps for displaced persons. Human Rights Watch said the U.S. report should dispel any doubts that serious abuses were committed during the final months of the 26-year civil war. The report gains added significance since, during these five months, the Sri Lankan Government denied independent observers, including the media and human rights organizations, access to the war zone, and conducted a “war without witnesses.” This book traces the ongoing engagement of international lawyer Francis A. Boyle during the last years of the conflict. Boyle was among the very few addressing the international legal implications of the Sri Lankan Government’s grave and systematic violations of Tamil human rights while the conflict was taking place. This is the first book to develop an authoritative case for genocide against the Government of Sri Lanka under international law.

Book excerpt: This essay critically examines the arguments advanced in support of Tamil separatist claims for the Northern and Eastern Provinces of Sri Lanka and part of the North-Western Province, a region that the Tamils refer to as their "traditional homelands". The author is a historian and Executive Director of the International Centre for Ethnic Studies in Sri Lanka. The evolution of the concept of Tamil traditional homelands is traced and the validity of the historical references the separatists use to legitimise their claims are evaluated. The author sees these claims as a contemporary example of the development of a political myth, where myth is taken to mean a tale told to justify some aspect of social order, based on a particular interpretation of facts already present in the culture. The final part of the essay looks at the debate about the homelands during the years 1985-1994, a period which closes with Sinhalese political opinion insisting that the current amalgamation of the Northern and Eastern Provinces be undone. Comparisons are made with other separatist claims in Asia, such as those of the Moros in the Philippines.

The ‘iron law of ethnicity’ – the assumption that cultural difference inevitably leads to conflict – has been reinforced by the 9/11 attacks and conflicts like the one in Sri Lanka. However, the connections among ethnic difference, conflict, and terrorism are not automatic. This book broadens the discourse on the separatist conflict in Sri Lanka by moving beyond the familiar bipolar Sinhala versus Tamil ethnic antagonism to show how the form and content of ethnicity are shaped by historical social forces. It develops a multipolar analysis which takes into account diverse ethnic groups, intra-ethnic, social class, caste and other variables at the local, regional and international levels. The new Premadasa presidency faces huge economic and political problems with large sections of the island under the control of the Indian Peace-Keeping Force (IPKF) and militant separatist Tamil groups operating in the north and south. This book is not a conventional political history of Sri Lanka. Instead, it attempts to shed fresh light on the historical roots of the ethnic crisis and uses a combination of historical and anthropologial evidence to challenge the widely-held belief that the conflict in Sri Lanka is simply the continuation of centuries of animosity between the Sinhalese and the Tamils. The authors show how modern ethnic identities have been made and re-made since the colonial period with the war between Tamils and the Sinhala-dominant government accompanied by rhetorical wars over archeological sites and place-name etymologies, and the political use of the national past. The book is also one of the first attempts to focus on local perceptions of the crisis and draws on a broad range of sources, from village fieldwork to newspaper controversies. Its interest extends beyond contemporary politics to history, anthropology and development studies.
