Abstract: Abstract Basic Competency Assessments (BCA) is one of the education reform measures recommended in Education Commission's Report on reform Proposals for the Education System in Hong Kong published in September 2000. It has two components, namely, the Student Assessment and the Territory-Wide System Assessment. The Student Assessment is a web-based assessment tool while the Territory-Wide System Assessment is a traditional assessment tool. The full launch of the Student Assessment was in June 2003. This is a collaborative action research conducted by 4 Primary 3 Mathematics teachers and one Curriculum Development Officer in the academic year 2003 - 2004. The main concern of the study is how assessment for learning could be applied with the web-based assessment tool of the Student Assessment so that student can benefit from it in their learning. This is basically a qualitative research. Classroom observations were primary source of data. To gather more in-depth information on students' learning, six students from a class were chosen as the focus group. Interviews were used to examine the impact on learning and teaching through the use of the web-based assessment tool. We set out the action research to find out how to use the web-based assessment tool to enhance student learning Mathematics. Then we put the tool in the context of assessment for learning as a start. Through the process, we have developed better understanding and strategies in using the web-based assessment tool to enhance learning and teaching of P.3 Mathematics. We have learnt that the Student Assessment is just one of the assessment tools. It has advantages as well as limitations. We cannot depend solely on it. We must bear in mind the specific learning needs of students and the teaching progress, apply multiple modes of school internal assessments so as to effectively and fully understand the needs and progress of students.
