While the new curriculum has attempted to homogenize all Turkish primary schools since 2005, Nohl and Somel, drawing on a theoretical differentiation of social entities, reveal how subsequent curricular practices have had to account for the diversity of milieus and organizations in the nation’s educational sector, and how inequality and competition run rampant in the standardization efforts. Using expert interviews, group discussions, and other empirical data that compare instructional practices within five distinct schools, the book represents a breakthrough in our understanding of developments in Turkey and their significance for extant theories of curriculum development and reform worldwide. By linking specific case study material from Turkey to intensifying international concerns, it provides an important and relevant global commentary.

Book excerpt: The "Hizmet" ("Service") Movement of Fethullah Gülen is Turkey’s most influential Islamic identity community. Widely praised throughout the early 2000s as a mild and moderate variation on Islamic political identity, the Gülen Movement has long been a topic of both adulation and conspiracy in Turkey, and has become more controversial as it spreads across the world. In Gülen, Joshua D. Hendrick suggests that when analyzed in accordance with its political and economic impact, the Gülen Movement, despite both praise and criticism, should be given credit for playing a significant role in Turkey's rise to global prominence. Drawing on 14 months of ethnographic fieldwork in Turkey and the U.S., Hendrick examines the Gülen Movement’s role in Turkey’s recent rise, as well as its strategic relationship with Turkey’s Justice and Development Party-led government. He argues that the movement’s growth and impact both inside and outside Turkey position both its leader and its followers as indicative of a "post political" turn in twenty-first century Islamic political identity in general, and as illustrative of Turkey’s political, economic, and cultural transformation in particular. The history curriculum for secondary schools was subjected to this transformation as well. This study examines the curriculum reform in terms of teacher autonomy, a key-concept for the comprehension and improvement of the teachers' role in education. The study aims to analyze whether the change in the curriculum has brought any significant innovation regarding the teacher autonomy. According to study's findings, the new history curriculum fails to construct a new framework that is able to provide to teachers a broad sphere of power and autonomy which could allow and encourage them to assume a greater role in the curriculum planning and implementation. This situation is evidently in contradiction with the main reform's goals such as the development of student-centered teaching methods focusing on the needs, interests and demands of the students and considering their diversities.
