More than one-half of these were merely enabling provisions. Others simply recognized standards which were already in existence; some rere adopted for the purpose of effectuating price filing provisions; and still others were little more than references to the subject. The total number of standards provisions, therefore, is to be taken rather as an indication of the extent of interest in the subject, than as a measure of the degree to which standards work was actually undertaken under the codes. There was never any general policy on the part of nba to encourage or require the inclusion of standards and labeling provisions in the codes, or to insist upon action by the industries pursuant to enabling provisions. The initiative in these matters was left, except in a few special instances, with the industries presenting the codes or with the consumer interests affected, either dealing directly or through the representation of the Consumers' Advisory Board.
