This book was released on 2010 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: OVERVIEW: In December 2008, the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism released a unanimous threat assessment: Unless the world community acts decisively and with great urgency, it is more likely than not that a weapon of mass destruction (WMD) will be used in a terrorist attack somewhere in the world by the end of 2013. Less than a month after this assessment, then Director of National Intelligence Mike McConnell publicly endorsed it. That weapon is more likely to be biological than nuclear. The assessment was based on four factors. First, there is direct evidence that terrorists are trying to acquire weapons of mass destruction. Second, acquiring WMD fits the tactical profile of terrorists. They understand the unique vulnerability of first-world countries to asymmetric weapons. The airplanes that al Qaeda flew into the World Trade Center were asymmetric weapons. Third, terrorists have demonstrated global reach and the organizational sophistication to obtain and use WMD. As the Commission's report, World at Risk, found, if al Qaeda recruits skilled bioscientists, it will acquire the capability to develop and use biological weapons. Fourth, the opportunity to acquire and use such weapons is growing exponentially because of the global proliferation of nuclear material and biological technologies.

Book The Clock is Ticking

Book excerpt: The United States is failing to address its most urgent threat--biological proliferation and terrorism. Specific concerns raised in the report, relating to U.S. biosecurity, include: developing a common understanding of the biothreat. While the National Security Council is developing a Bioweapons Prevention Strategy--the first of its kind--there is a lack of common understanding across the Administration and Congress about the threat of biological terrorism; executive responsibility. Although the President appointed a WMD Coordinator, the Commission strongly recommends the National Security Council needs a senior official whose sole responsibility is to improve America's capability for biodefense; funding for the Biomedical Advanced Research and Development Authority (BARDA) and Project BioShield at the US Department of Health and Human Services. These programs develop and purchase medicines to prevent and respond to biological, radiological, or nuclear attack; disease surveillance--the nation needs to improve domestic and international disease surveillance in order to quickly recognize a disease emergency, whether natural or manmade.

Book excerpt: NOTE: NO FURTHER DISCOUNT FOR THIS PRINT PRODUCT-- OVERSTOCK SALE -- Significantly reduced list price This study addresses the ability of the U.S. Government to cope with four plausible, far-reaching weapons of mass destruction (WMD) crises, any one of which could occur today and adversely affect the foreign and national security policies of the United States for many years to come: collapse of the nonproliferation regime, in which a number of unresolved nuclear proliferation challenges threaten to unleash a sudden and destabilizing wave of proliferation a failed WMD-armed state, creating unprecedented risks that radical actors will obtain WMD and unprecedented challenges for prevention a biological terror campaign, in which terrorists employ deadly biological pathogens to strike at multiple cities a nuclear detonation in a U.S. city, delivered covertly and leaving great uncertainty about who did it, whether it will happen again, and how we should respond. Taken together, these scenarios demonstrate the complex, multifaceted nature of the WMD challenge for American decision-makers and illustrate the demands that such events could place on the entire apparatus of government, alliances, and the American people. Our findings are drawn from ongoing research conducted at the National Defense University's Center for the Study of Weapons of Mass Destruction and reflect nonpartisan perspectives and conclusions drawn from extensive interactions with scores of former and serving senior U.S. officials and nationally recognized subject matter experts. This introductory section presents findings and recommendations suitable for senior civilian and military leaders whose responsibilities include different aspects of the WMD challenge and require them to integrate their departments' activities with those of other departments and foreign governments to prevent proliferation, protect against the effects of proliferation, or respond to the consequences of WMD use. It also describes the present and evolving WMD threat, reviews first principles in combating WMD, and emphasizes the need to act decisively to meet today's challenges. Book Preventing Catastrophe

Download or read book Preventing Catastrophe written by Keith A. Hansen and published by Stanford University Press. This book was released on 2009-07-22 with total page 471 pages. Available in PDF, EPUB and Kindle. Book excerpt: Preventing Catastrophe is written by two authors who are experienced "Washington hands" and who understand the interplay between intelligence and policymaking. Both have been personally involved, in the United States and overseas, in pursuing national and international measures to stop the proliferation of weapons of mass destruction. Their extensive experience is evident in this book, which puts the Iraqi WMD issue in proper perspective, explains the challenge of monitoring small clandestine programs, and explains how the effort to prevent terrorist acquisition and use of WMD differs from preventing their acquisition and use by nation states. At the same time, the authors are able to make a complex subject understandable to non-technical experts, making this book a useful teaching tool, especially for those who have little or no knowledge or experience in US national security decision making. "National intelligence and international inspections are necessary to create confidence that violations of non-proliferation commitments are detected in time to permit appropriate action. Both must be pursued with professionalism and critical minds avoiding poor intelligence or cosmetic inspections. The issues studied thoroughly and with good judgment in this welcome volume by Graham and Hansen were intensely controversial in the case of Iraq but remain central to international counter-proliferation efforts."—Hans Blix, Executive Chairman of the Weapons of Mass Destruction Commission

Download or read book H R 2356 the WMD Prevention and Preparedness Act Of 2011 written by Committee on Homeland Security House of Representatives and published by . This book was released on 2011-06-23 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is now 2 1/2 years since the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism issued its report entitled, ''World at Risk.'' Congress had asked the commission to recommend ways to prevent proliferation of WMDs and their use in acts of terrorism. Commissioners provided their guidance, and we are close to enacting their recommendations and eliminating the remaining gaps in our preparedness posture. The prediction of the commission that it is more likely than not that there will be a weapon of mass destruction used somewhere on Earth by a terrorist group before the end of the year 2013, is a startling reminder of the danger that we face as a Nation.
