Book excerpt: The spread of weapons of mass destruction poses one of the greatest threats to international peace and security in modern times--the specter of nuclear, chemical, and biological weapons looms over relations among many countries. The September 11 tragedy and other terrorist attacks have been painful warnings about gaps in nonproliferation policies and regimes, specifically with regard to nonstate actors. In this volume, experts in nonproliferation studies examine challenges faced by the international community and propose directions for national and international policy making and lawmaking. The first group of essays outlines the primary threats posed by WMD proliferation and terrorism. Essays in the second section analyze existing treaties and other normative regimes, including the Nuclear Non-Proliferation Treaty and the Chemical Weapons and Biological Weapons Conventions, and recommend ways to address the challenges to their effectiveness. Essays in part three examine the shift some states have made away from nonproliferation treaties and regimes toward more forceful and proactive policies of counterproliferation, such as the Proliferation Security Initiative, which coordinates efforts to search and seize suspect shipments of WMD-related materials.

Book excerpt: OVERVIEW: In December 2008, the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism released a unanimous threat assessment: Unless the world community acts decisively and with great urgency, it is more likely than not that a weapon of mass destruction (WMD) will be used in a terrorist attack somewhere in the world by the end of 2013. Less than a month after this assessment, then Director of National Intelligence Mike McConnell publicly endorsed it. That weapon is more likely to be biological than nuclear. The assessment was based on four factors. First, there is direct evidence that terrorists are trying to acquire weapons of mass destruction. Second, acquiring WMD fits the tactical profile of terrorists. They understand the unique vulnerability of first-world countries to asymmetric weapons. The airplanes that al Qaeda flew into the World Trade Center were asymmetric weapons. Third, terrorists have demonstrated global reach and the organizational sophistication to obtain and use WMD. As the Commission's report, World at Risk, found, if al Qaeda recruits skilled bioscientists, it will acquire the capability to develop and use biological weapons. Fourth, the opportunity to acquire and use such weapons is growing exponentially because of the global proliferation of nuclear material and biological technologies.

Book excerpt: The Commission believes that unless the world community acts decisively and with great urgency, it is more likely than not that a weapon of mass destruction will be used in a terrorist attack somewhere in the world by the end of 2013. The Commission further believes that terrorists are more likely to be able to obtain and use a biological weapon than a nuclear weapon. The Commission believes that the U.S. government needs to move more aggressively to limit the proliferation of biological weapons and reduce the prospect of a bioterror attack. Further compounding the nuclear threat is the proliferation of nuclear weapons capabilities to new states and the decision by several existing nuclear states to build up their arsenals. Such proliferation is a concern in its own right because it may increase the prospect of military crises that could lead to war and catastrophic use of these weapons. As former Senator Sam Nunn testified to our Commission: "The risk of a nuclear weapon being used today is growing, not receding." This Commission was chartered by Congress to assess our nation's progress in preventing weapons of mass destruction proliferation and terrorism--and to provide the next President and Congress with concrete, actionable recommendations that can serve as their road map to a safer homeland and world. No mission could be timelier. The simple reality is that the risks that confront us today are evolving faster than our multilayered responses. Many thousands of dedicated people across all agencies of our government are working hard to protect this country, and their efforts have had a positive impact. But the terrorists have been active, too--and in our judgment America's margin of safety is shrinking, not growing.

Taken together, these scenarios demonstrate the complex, multifaceted nature of the WMD challenge for American decision-makers and illustrate the demands that such events could place on the entire apparatus of government, alliances, and the American people. Our findings are drawn from ongoing research conducted at the National Defense University's Center for the Study of Weapons of Mass Destruction and reflect nonpartisan perspectives and conclusions drawn from extensive interactions with scores of former and serving senior U.S. officials and nationally recognized subject matter experts. This introductory section presents findings and recommendations suitable for senior civilian and military leaders whose responsibilities include different aspects of the WMD challenge and require them to integrate their departments' activities with those of other departments and foreign governments to prevent proliferation, protect against the effects of proliferation, or respond to the consequences of WMD use. It also describes the present and evolving WMD threat, reviews first principles in combating WMD, and emphasizes the need to act decisively to meet today's challenges.
