Their voices have been silent for too long. The book provides an international perspective on violence against children and adults with disabilities. It focusses on promising practices and approaches to reduce the risks and occurrence of violence, intervention, access to justice, increase awareness, knowledge and understanding of the violence, rape and sexual abuse against people with disabilities, with an emphasis on people who have little or no functional speech. Each chapter, written by an expert on disability and/or law and peer reviewed, contains extensive information, references, resources, manuals for practice, stories and reports of people with disabilities themselves confronting the violence they experienced. They also provide whatever data and statistics there are about the prevalence, the perpetrators, and access to justice. The UN Convention on the Rights of Persons with Disabilities (CRPD) has been ratified in over 135 countries to date. Three articles from the CRPD that apply directly to the topic of violence against people with disabilities and their access to the criminal justice system are focal throughout the book.

Book excerpt: Although violent crime in the United States has declined over the past five years, certain groups appear to remain at disproportionately high risk for violent victimization. In the United States, people with developmental disabilities-such as mental retardation, autism, cerebral palsy, epilepsy, and severe learning disabilities may be included in this group. While the scientific evidence is scanty, a handful of studies from the United States, Canada, Australia, and Great Britain consistently find high rates of violence and abuse affecting people with these kinds of disabilities. A number of social and demographic trends are converging that may worsen the situation considerably over the next several years. The prevalence of developmental disabilities has increased in low-income populations, due to a number of factors, such as poor prenatal nutrition, lack of access to health care or better perinatal care for some fragile babies, and increases in child abuse and substance abuse during pregnancy. For example, a recent report of the California State Council on Developmental Disabilities found that during the past decade, while the state population increased by 20 percent, the number of persons with developmental disabilities in California increased by 52 percent and the population segment with mild mental retardation doubled. Because of a growing concern among parents and advocates regarding possible high rates of crime victimization among persons with developmental disabilities, Congress, through the Crime Victims with Disabilities Awareness Act of 1998, requested that the National Research Council of the National Academy of Sciences conduct a study to increase knowledge and information about crimes against individuals with developmental disabilities that will be useful in developing new strategies to reduce the incidence of crimes against those individuals. Crime Victims with Developmental Disabilities summarizes the workshop and addresses the following issues: (1) the nature and extent of crimes against individuals with developmental disabilities; (2) the risk factors associated with victimization of individuals with developmental disabilities; (3) the manner in which the justice system responds to crimes against individuals with disabilities; and (4) the means by which states may establish and maintain a centralized computer database on the incidence of crimes against individuals with disabilities within a state.

She demonstrates what has been missed through this approach: Needs have not been met, individuals have been misdiagnosed, and trauma responses have been triggered through the exclusive use of behavioral controls, both positive and negative. The author then moves on to describe ''what works.'' She explores the topics of stabilization, prevention, intervention, and the ''mental health plan.'' She proposes a model of behavioral intervention that does not require the use of restraints or contingencies; instead it promotes safety and security and addresses the outstanding issues around trauma.Numerous case studies are discussed, but all the names and relevant details have been altered to protect individuals, staff, and agencies. The mental health plan template the author puts forward instructs and informs staff about how to support people who have experienced trauma, both on a small scale and on a large one. She provides examples of this approach with case studies and illustrates how the plans should be written to ensure optimal implementation. This book gives the professionals and paraprofessionals who have dedicated themselves to this field and to the welfare of individuals with intellectual disability a trauma-informed paradigm within which to support people with intellectual disability psychologically and to establish the critical elements needed for recovery. As the author states in her introduction, ''when the individual recovers, behaviors change. When the individual recovers, happiness can begin.''

Book excerpt: Children and adolescents with intellectual disabilities are sexually abused or assaulted at a rate seven times greater than those without disabilities (Shapiro, 2018). There is a lack of education and prevention programs specifically for this vulnerable population. The purpose of this study was to explore parental perceptions about the need for sexual violence prevention education, based on their child’s disability type, severity, and communication level. A 33-item online survey was completed by parents of children with intellectual disabilities (n=61). The majority of parents valued the social validity of providing sexual violence prevention education. A child’s disability type did not impact their parent’s perception of the need for education. As the severity of a child’s disability increased, parents indicated that their child was lacking adequate knowledge about sexual violence prevention. Children with lower levels of communication fluency did not understand sexual abuse and assault prevention. Common parental themes of fears about their child’s involvement in sexual violence prevention education included their child’s inability to understand or curriculum content and the manner in which education would be provided. Findings inform care providers about the importance of including all children with disabilities in sexual violence prevention education.
