Book Undeniable Atrocities

Download or read book Undeniable Atrocities written by and published by . This book was released on 2016 with total page 218 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Since the Mexican government escalated its war on organized crime at the end of 2006, over 150,000 Mexicans have been intentionally murdered. Countless thousands of others have been tortured; no one knows how many have disappeared. Caught between government forces and organized crime cartels, the Mexican people have suffered as atrocities and impunity reign. Based on three years of research, over 100 interviews, and previously unreleased government documents, this report finds a reasonable basis to believe that government forces and members of criminal cartels have perpetrated crimes against humanity in Mexico. The report comprehensively examines why there has been so little justice for atrocity crimes, and finds the main answers in political obstruction. Given the lack of political will to end impunity, new approaches must be taken. The report argues for a series of institutional changes, most importantly the creation of an internationalized investigative body, based inside Mexico, with powers to independently investigate and prosecute atrocity crimes."--Page 4 of cover.

This book was released on 2016-07-30 with total page 278 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is a collection of studies of drug policies in several Latin American countries. The chapters analyze the specific histories of drug policies in each country, as well as related phenomena and case studies throughout the region. It presents conceptual reflections on the origins of prohibition and the “War on Drugs,” including the topic of human rights and cognitive freedom. Further, the collection reflects on the pioneering role of some Latin American countries in changing paradigms of international drug policy. Each case study provides an analysis of where each state is now in terms of policy reform within the context of its history and current socio-political circumstances. Concurrently, local movements, initiatives, and backlash against the reformist debate within the hemisphere are examined. The recent changes regarding the regulation of marijuana in the United States and their possible impact on Latin America are also addressed. This work is an important, up-to-date and well-researched reference for all who are interested in drug policy from a Latin American perspective.

Download or read book Violent Offenders written by Vernon L. Quinsey and published by Washington, DC : American Psychological Association. This book was released on 1998 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: The primary focus of this book is on criminal violence of both mentally disordered and criminal inmates, whose histories of criminal violence raise serious societal concerns about the commission of future acts of violence. It is difficult for legal experts, psychologists, and policy makers to make decisions that strike the proper balance between an offender's civil liberties and community safety. Such a balance requires an accurate assessment of the likelihood that an individual offender will commit a new violent or sexual offense. On the basis of their research on mentally disordered offenders, sex offenders, fire setters, and psychopathic offenders, the authors have devised an actuarial assessment instrument, the Violence Risk Appraisal Guide. The authors argue that risk management can be improved by combining what is already known about predicting violence, clinical decision making, and program evaluation. They conclude that the results of their applied research have implications for our understanding of the etiology of violent criminal behavior.

This publication examines specific challenges for security cooperation between the United States and Mexico including efforts to address the consumption of narcotics, money laundering, arms trafficking, intelligence sharing, policy strengthening, judicial reform, civil-military relations, and the protection of journalists. It concludes that binational efforts to stop organized crime and the exploding violence in Mexico have made positive advances but could fail to adequately address the challenge unless cooperation is significantly deepened and expanded.
