Book excerpt: Federal Regulation 10 CFR 851, which became effective February 2007, brought to light potential weaknesses regarding the Pressure Safety Program at the Pacific Northwest National Laboratory (PNNL). The definition of a pressure system in 10 CFR 851 does not contain a limit based upon pressure or any other criteria. Therefore, the need for a method to determine an appropriate risk-based hazard level for pressure safety was identified. The Laboratory has historically used a stored energy of 1000 lbf-ft to define a pressure hazard; however, an analytical basis for this value had not been documented. This document establishes the technical basis by evaluating the use of stored energy as an appropriate criterion to establish a pressure hazard, exploring a suitable risk threshold for pressure hazards, and reviewing the methods used to determine stored energy. The literature review and technical analysis concludes the use of stored energy as a method for determining a potential risk, the 1000 lbf-ft threshold, and the methods used by PNNL to calculate stored energy are all appropriate. Recommendations for further program improvements are also discussed.

A computer-based dynamic analysis of those systems indicates the drop test system to be less costly, but near the practical limits of drop height and weight. The rotational system will exercise the valve for one-half of a pump cycle provided the pump begins at the start of a pump output cycle. The rotational system must be able to withstand very large forces. Neither system exercises the valve for enough time, but the rotational system appears to be capable of longer testing time.

Studies of conflict resolution and public policy will surely now have to take account of the model investigation provided by the IIASA team, and many things will not be the same again. This is a report of inquiries into the siting of liquefied energy gas (LEG) facilities in the Federal Republic of Germany, the Netherlands, the United Kingdom, and the United States. The risks of transporting this highly combustible stuff, and the economic benefits of being able to bring a natural energy source from one side of the globe to the other, holding it, and piping it out as needed, make LEG a model case for studying the public response to dangerous technology. The dangers of LEG are differ ent from those of nuclear power, for instance, where the response too often becomes entangled with the fear of nuclear war. The dangers of LEG include unco~trollable explosions, rather than insidious contami nation. But the degree of dangerousness is very much of the same order as that of nuclear power, and is at least as difficult to assess. In four different countries the constitutional procedures involved in obtaining approval of nuclear or LEG facilities are on record. The four case histories here are a model for comparative study of conflict resolu tion. The period over which the negotiations developed is much the same.
