Pendant une trentaine d'années, les sociétés d'Afrique centrale ont connu des régimes le plus souvent soucieux d'une unité nationale à construire par et autour de l'État et du parti unique, avec tout ce que cela pouvait signifier de monopole à la fois politique et culturel dans l'ordre de l'information et de la communication. Se présente aujourd'hui un temps intermédiaire, où les structures anciennes périclitent, et où de nouvelles cherchent à s'établir au profit de la société civile. Faut-il corriger les droits de l'Homme parmi les " détestables mots qui chantent plus qu'ils ne parlent, qui demandent plus qu'ils ne répondent ; aussi propres aux analyses illusoires qu'aux fins de phrase qui déchaînent le tonnerre " ? Mots détestables, peut-être. Armes dangereuses, certainement, pour ceux contre qui les droits de l'Homme sont invoqués, mais aussi pour ceux qui les manieraient inconsidérément dans leur propre intérêt. Raison de plus pour tenter de comprendre ces mots, afin que, de slogans disponibles pour tous emplois ambigus, ils deviennent principes de vie et d'action dans la tâche d'édifier une " société de droit ", c'est-à-dire un monde humain. Denis Maugenest, né en 1938, ancien doyen de la faculté de sciences sociales de l'Université catholique de Paris, et Paul Gérard Pougoué, né en 1949, ancien doyen de la faculté de droit de l'Université de Yaoundé, enseignent à l'Université catholique d'Afrique centrale, à Yaoundé, et codirigent un groupe de recherches sur les droits de l'Homme qu'ils ont fondé en 1993. Ce livre est le fruit du premier colloque organisé par ce groupe, en novembre 1994, et est consacré à la situation des droits de l'Homme en Afrique centrale.

In response to widespread human rights abuses, individuals across the Maghrib began to form groups in the late 1970s to challenge the political practices and structures in the region, and over time these independent human rights organizations became prominent political actors. The activists behind them are neither saints nor revolutionaries, but political reformers intent on changing political patterns that have impeded democratization. This study, the first systematic comparative analysis of North African politics in more than a decade, explores the ability of society, including Islamist forces, to challenge the powers of states. Locating Maghribi polities within their cultural and historical contexts, Waltz traces state-society relations in the contemporary period.
