The first three debt waves ended with financial crises in many emerging market and developing economies. During the current wave, which started in 2010, the increase in debt in these economies has already been larger, faster, and broader-based than in the previous three waves. Current low interest rates mitigate some of the risks associated with high debt. However, emerging market and developing economies are also confronted by weak growth prospects, mounting vulnerabilities, and elevated global risks. A menu of policy options is available to reduce the likelihood that the current debt wave will end in crisis and, if crises do take place, will alleviate their impact.

Following near-standstill in economic activity in 2016, growth is projected to increase to 1.0 percent in 2017 and 1.2 percent in 2018. The current account deficit is projected to decline to 3 percent of GDP in 2017, boosted by mining and agricultural exports. Consumer price inflation recently returned below 6 percent, owing in part to the easing of the drought, and is projected to remain marginally below the upper threshold of the 3–6 percent target band for the remainder of 2017 and in 2018.

The Taskforce on the Churches and Corporate Responsibility is a coalition of Christian churches that for nearly twenty years was one of Canada’s leading anti-apartheid advocates. As the first co-ordinator of this Taskforce, Renate Pratt was at the centre of the early anti-apartheid initiatives in Canada and consequently is able to supply a clear and accurate view. The book traces the history of exchanges between the Taskforce and successive ministers and senior civil servants of the Department of External Affairs.
