Making use of extensive original research in manuscript collections in the United States, Great Britain, and France, Gould argues that during McKinley's four and a half years in the White House the executive office began to resemble the institution as the twentieth century would know it. He rejects the erroneous stereotypes that have long obscured McKinley's historical significance: McKinley as the compliant agent of Mark Hanna or as an irresolute executive in the Cuban crisis that led to war with Spain. He contends that McKinley is an important figure in the history of the United States because of the large contributions he made to the strengthening and broadening of the power of the chief executive. While this volume touches on many aspects of McKinley's leadership, the core of it relates to the coming of the Spanish-American War, the president's conduct of the war itself, and the emergence of an American empire from 1898 to 1900. According to Gould, the Spanish-American War was not the result presidential weakness or of cowardice before public hysteria. McKinley sought to persuade Spain to relinquish Cuba peacefully, turning to war only when it became apparent that Madrid would never acquiesce. During the war, McKinley effectively directed the American military effort and the diplomacy that brought territorial acquisitions and peace. The process of making peace with Spain—involving, as it did, American annexation of the Philippines—and of securing the ratification of the resulting treaty in the Senate underscored McKinley's expansive view of presidential power. He functioned as chief diplomat, from the sending of senators on the peace commission to the personal supervision of the terms of the negotiation. At home he made tours of the West and South in 1898 to lead popular opinion to his position as no president had done before him. For the Senate he evidenced a readiness to dispense patronage, woo votes with personal persuasion, and marshal the resources of the political system behind his treaty. Later episodes in McKinley's administration support Gould's thesis. In administering Puerto Rico and Cuba and in suppressing an insurrection in the Philippines, McKinley relied further on the war power and continued to shape affairs from the White House. He sent troops to china during the Boxer Rebellion in 1900 without congressional authorization, governed the new possessions through presidential commissions, and allowed Capitol Hill only a subsidiary role in the process. By 1901 the nation had an empire and a president whose manner and bearing anticipated the imperial executives of six decades later. Gould does not argue that McKinley was a great president. He maintains, instead, that what McKinley contributed to the office, the examples he offered and the precedents he set make him an important figure in the emergence of the modern presidency in this century.

To the casual scholar of American history, Hayes's presidency is practically a footnote lost in the minutia of America's Gilded Age and Reconstruction period though presidential historians might find it noteworthy that he is one of only four presidents who attained office without winning the popular vote. Historians fail to appreciate Rutherford B. Hayes's handling of the Great Railroad Strike of 1877 and his commitment to end the military reconstruction of the South. William McKinley will be better known simply because he was assassinated and he has a mountain named after him. Historians have established McKinley's reputation as the sneering jingoist who saw opportunities to take land in both the Pacific and Atlantic oceans. On the other hand, McKinley was sympathetic to labor, globalization of the United States economy, and a refusal to back down from the argument that a segregated society is still a society that is enslaved. Apart from presidential historians, few people could tell you much about either of these two men--either their personal lives or their political careers. This study contends that Hayes and McKinley's historical and popular reputations do not begin to accurately portray their contributions to American society. Further, it is argued here that the personal and professional relationship between these two presidents is unlike any other in American history. Hayes served as a mentor, a role model and a father figure to McKinley, and McKinley was the son that Hayes never had. He was also a loyal supporter of Hayes, and even though they disagreed on some issues, these disagreements never seriously threatened the close personal and political bonds they shared.

Book excerpt: William McKinley (For portrait and early biographical sketch see Vol. X, pp. 125, 126, 127) At the National Republican Convention which met at Philadelphia in June, 1901, William McKinley was again nominated the Republican candidate for the Presidency of the United States. At the November election he was re-elected, receiving 292 electoral votes, against 155 votes for William J. Bryan. In September, 1901, he accepted an invitation to be present at the Pan-American Exposition at Buffalo. On September 5 he delivered his last public utterance to the people, in the Temple of Music, to a vast audience. The next day, returning from a short trip to Niagara Falls, he yielded to the wishes of the people and held a reception in the Temple. Among those who, passing in single file, took him by the hand, was one who approached with his hand wrapped and held to his breast as though injured. Concealed within the covering was a loaded revolver; and as he gave his other hand to the President, a token of friendship, he quickly fired two shots, from the effects of which the President sank into the arms of those near him. He was taken to the residence of Mr. John G. Milburn, President of the Exposition Company, where on September 14, 1901, after an unexpected relapse, he died. The body was taken to Washington, D.C., and the state funeral was held in the rotunda of the Capitol. Thence the body was taken to his home in Canton, Ohio, for interment. The period covered by the administration of William McKinley was, undoubtedly, more crowded with events calculated to try and to touch the very heart of the nation than was any period since the Civil War. The United States has passed through crisis after crisis in quick succession and has emerged not only in safety but with untarnished honor, increased glory, and the great consciousness of solidarity and unification. This is attested by the wise management of affairs in connection with the Nicaragua Canal; the increase of the navy, the formation of an army and the imposition of taxes which in no way impeded the march of industry; the settlement of railway claims; and the successful starting in life of Cuba and the administration of far colonial affairs. Aside from the wise counsels of the Executive of the nation, the calmness and cool action of the people, amid distracting and perplexing events, have contributed to the honor of the nation in no slight degree. All of this, and more, was abundantly testified to, at the time of the deplorable circumstances attending William McKinley's death by the unexampled outburst throughout the world of sympathy with the bereaved nation and of admiration for the man. INAUGURAL ADDRESS Fellow-Citizens: In obedience to the will of the people, and in their presence, by the authority vested in me by this oath, I assume the arduous and responsible duties of President of the United States, relying upon the support of my countrymen and invoking the guidance of Almighty God.
