Book excerpt: The objectives of the U.S. government's European Phased Adaptive Approach (EPAA)--the U.S. contribution to NATO missile defense--set out by President Barack Obama in September 2009 were modified over the course of his administration, which ended in January 2017. This study explores how U.S. interactions with Russia and the NATO Allies influenced the decisions on modifications made by the United States--for example, the cancellation in March 2013 of the EPAA's projected fourth phase. This study finds that U.S. interactions with the NATO Allies and Russia played a role in revisions in the original objectives of the EPAA but were not the only contributing factors. Budgetary constraints, technological issues, and reassessments of threats also led to modifications in the EPAA program. Providing for the defense of populations, national territories, and forces remains a high priority for the United States and its NATO Allies, and the Alliance has repeatedly sought dialogue and cooperation with Russia concerning missile defense. Events have vindicated the EPAA's design for adaptability to benefit from technological innovations and to meet the evolving needs for Alliance protection in the international security environment.I. Book excerpt: In 2010, NATO decided to expand its ballistic missile defense program, in part because of the American offer to include its European Phased Adaptive Approach (EPAA) as the centerpiece of an expanded effort. For the Allies' part, few have actually contributed tangible ballistic missile defense assets, in terms of missile interceptors, radars or other sensors, or ballistic missile defense-related platforms. This is likely to have significant implications for the U.S. Army, which has an important but largely underappreciated role in NATO missile defense today. In particular, the Army is likely to face increased manpower demands, materiel requirements, and training needs in order to meet the demand signal created by the NATO ballistic missile defense program. Additionally, Army units involved directly in or in support of ballistic missile defense are likely to face a higher OPTEMPO than currently projected. Ultimately, this will exacerbate the perceived imbalance in transatlantic burden-sharing, particularly if the EPAA provides little, if any, benefit to the defense of U.S. territory, given Washington's decision to cancel Phase 4 of that framework.

Book excerpt: How do we give Russia a voice but not a veto in crafting a new European security system? This question has preoccupied analysts in Brussels, Moscow, and Washington ever since Russian President Dmitry Medvedev proclaimed that the existing one was deeply flawed. Vladimir Putin's protégé observed last summer that the American "unipolar moment" upon which it rested was over. The United States could no longer dominate the international agenda nor could NATO do the same thing in Europe. The purpose of this monograph is to provide insight into the problems and prospects of the United States and Europe creating a new security relationship with Russia-one that can enhance the national security of all three of them. It will be comprised of three parts. First, it will address several compelling questions: What is the Russian case for a new security system? What are the arguments in opposition to it? And why, in spite of profound reservations about cooperation with Moscow, are Western statesmen prepared to consider it? In this connection, the factors that prevented a nuclear war between the Soviet Union and the West will provide a framework for our analysis: in sum, the triangular relationship between deterrence, arms control, and conflict management. Second, points of conflict between the Western alliance on the one hand and Russia on the other will be assessed: for example, friction associated with NATO, its eastward enlargement in particular; a U.S. missile defense system in Eastern Europe; the future of the Conventional Forces in Europe Treaty (CFE) and the Organization of Security Cooperation in Europe (OSCE); and of most urgent significance the need to reconfigure the strategic nuclear balance between Washington and Moscow by providing a new START. Third, conclusions and recommendations will be provided that have a bearing on how the United States should respond to Medvedev's proposal and other issues associated with efforts to integrate Russia into the Western security system. A number of issues that will determine whether this campaign succeeds or fails will be assessed. For example, much has been said about a value gap that separates the West and Russia but little about differences within the Trans-Atlantic alliance and the European Union that will have a profound impact upon the prospects for security cooperation among the three partners. This assessment will provide insight into the compelling question: How to provide Russia with a voice but not a veto in crafting a new Trans-Atlantic security system? In this connection, the answer will involve a step-by-step process that rests upon renegotiating the START which expires at the end of this year. It also will investigate an initiative that borders on the unthinkable for most American defense analysts: providing Russia with a MAP for NATO membership. This recommendation represents a minority view, but there is mounting support for it as it is apparent that the time has come to think beyond the Cold War worldview that has restrained bold new thinking about the West's relationship with Russia. The wars in the Greater Middle East, of course, now preoccupy American strategists, but they cannot lose sight of the following observations: Russia is the only country capable of devastating the United States in a nuclear attack; major American security priorities cannot be achieved without its cooperation; and most of the world's people and resources exist in and around its territory. Changes that occur within it will have profound consequences for American global military planning, and they deserve our close attention.

The limited defenses fielded today have advanced considerably since limited defensive operations began in late 2004, but nevertheless they remain too limited and too modest relative to emerging threats. The Missile Defense Agency’s path to improve the system may require additional effort to stay ahead of even limited missile threats. Book excerpt: The potential use of long-range ballistic missiles by Iran as a means to deliver weapons of mass destruction is a growing threat for which the United States and its European allies have no defense. An Iranian ballistic missile capability that is able to range continental Europe would not only hold US and European interests at risk, it could also lead to an even longer range capability that threatens the homeland of the United States. Therefore, the United States faces the complex security challenge of emplacing ballistic missile defense assets on European soil in the very near-term to mitigate this threat. Consequently, the United States must work through a quagmire of issues that overlap the political, military, and technical domains in international security cooperation in order to effectively weave ballistic missile defense into the European security fabric. This paper explores the urgent and complex issues of European ballistic missile defense integration for which there is currently no solution. This work advances the idea that both the United States and Europe must use NATO as the primary integrator of ballistic missile defense assets as the means of fusing these three domains. This paper further proposes that a capabilities-based planning approach must be employed in order to ensure that the maximum benefit from each stakeholder is gained while securing transatlantic arrangements that are mutually-beneficial for the long-term. Such an approach will provide the Allies with the tools to effectively deter, and if necessary, defeat an emerging Iranian ballistic missile threat.
