The review covers the following topics: (1) patterns of Australian multiculturalism; (2) issues of education in a multicultural society, with discussion of teaching English as a second language, teaching of community languages, and studies of ethnic and cultural diversity; (3) community views on multicultural education; (4) discussion of relevant activities in government, Catholic, and non-Catholic independent schools; (5) the role of ethnic schools; (6) how tertiary institutions contribute to multicultural and migrant education through teaching community languages, preparing teachers of English as a Second language, and courses in cultural and ethnic diversity.; (7) issues of adult migrant education including home tutoring, courses in industry, and English teaching by television; and (8) what the government support structures are for multicultural education. Recommendations for action are made where clearly applicable and areas for further research are identified. A summary of conclusions and recommendations is included as well as a listing of contributors. (CG)

Writing from both within the liberal tradition and outside of it as a critic, he challenges what he calls the "moral monism" of much of traditional moral philosophy, including contemporary liberalism--its tendency to assert that only one way of life or set of values is worthwhile and to dismiss the rest as misguided or false. He defends his pluralist perspective both at the level of theory and in subtle nuanced analyses of recent controversies. Thus, he offers careful and clear accounts of why cultural differences should be respected and publicly affirmed, why the separation of church and state cannot be used to justify the separation of religion and politics, and why the initial critique of Salman Rushdie (before a Fatwa threatened his life) deserved more serious attention than it received. Rejecting naturalism, which posits that humans have a relatively fixed nature and that culture is an incidental, and "culturalism," which posits that they are socially and culturally constructed with only a minimal set of features in common, he argues for a dialogic interplay between human commonalities and cultural differences. This will allow, Parekh argues, genuinely balanced and thoughtful compromises on even the most controversial cultural issues in the new multicultural world in which we live.

The document is presented in five major sections. In the first section, a report of objectives, philosophy, and activities of the Queensland Working Party on Multicultural Education is presented. Broad objectives include assisting children to develop a personal identity which incorporates their ethnic heritage, encouraging them to contribute to the national identity, and helping all teachers, students, and schools recognize that education for a multicultural society is the concern and responsibility of all schools. Specific ways in which these objectives can be achieved include emphasizing the intrinsic worth of all peoples, stressing the positive social contributions of cultural differences, and developing curriculum which is multicultural in content and global in perspective. Sections II and III offer an overview of the multicultural nature of Australian society. Data are presented on cultural diversity in schools, demographic factors, and numbers of students receiving instruction in English as a second language. Section IV focuses on the role of the school in a multicultural society. Information is presented on teacher education, curriculum development, the need for multicultural sensitivity, objectives, language studies, and community programs. Section V identifies possible sources of multicultural support within the community. The final section offers recommendations for implementing multicultural objectives in areas of community involvement, teacher development, curriculum development, and school resources, personnel, and organization.
