As the institution directly representing the interests of EU citizens, and with increased decision-making powers, the EP could now move the CAP reform debate beyond national agricultural interests and budgetary disputes. Book excerpt: After five years of debates, consultations and negotiations, the European institutions reached an agreement in 2013 on the Common Agricultural Policy (CAP) for the 2014-2020 period. The outcome has major implications for the EU’s budget and farmers’ incomes, but also for Europe’s environment, its contribution to global climate change and to food security in the EU and in the world. It was decided to spend more than €400 billion during the rest of the decade on the CAP. The official claims are that the new CAP will take better account of society's expectations and lead to far-reaching changes by making subsidies fairer and ‘greener’ and making the CAP more efficient. It is also asserted that the CAP will play a key part in achieving the overall objective of promoting smart, sustainable and inclusive growth. However, there is significant scepticism about these claims and disappointment with the outcome of the decision-making, the first in which the European Parliament was involved under the co-decision procedure. In contrast to earlier reforms where more substantive changes were made to the CAP, the factors that induced the policy discussions in 2008-13 and those that influenced the decision-making did not reinforce each other. On the contrary, they sometimes counteracted one another, yielding an ‘imperfect storm’ as it were, resulting in more status quo and fewer changes. This book discusses the outcome of the decision-making and the factors that influenced the policy choices and decisions. It brings together contributions from leading academics from various disciplines and policy-makers, and key participants in the process from the European Commission and the European Parliament.

Book excerpt: Abstract: The Common Agricultural Policy (CAP) was the last policy field to be placed under the Ordinary Legislative Procedure and its 2013 reform was the first to be decided under this rule. This article analyses how rule changes following the Lisbon Treaty have shaped policy outcomes related to 'greening', i.e., making agricultural policy more environmentally friendly. Measuring the policy ambitions of amendments during the different phases of the legislative process (the processing phase within the Parliament and the negotiating phase during trilogues), we find that the European Parliament weakened the Commission's greening proposals - but did so to support an alternative greening agenda built on different policy instruments. This means that rule change has altered the power balance between the institutions, making the Commission more dependent on the European Parliament. In the 2013 reform, this new balance of power came at the cost of greening the CAP

Book excerpt: This publication offers a comparative analysis of the public debate on the reform of the EU Common Agricultural Policy (CAP) after 2013 in ten European Member States. The CAP has already undergone several reform processes: it has moved away from price support mechanisms to a system of direct payments, complemented by rural development policies in the so-called second pillar. However, as it becomes evident in the public debate on the reform of the CAP, different stakeholder groups take divergent views on what the objectives of a European agricultural policy should be and what instruments should be applied in order to meet these objectives. Based on country reports prepared by local experts the statements of stakeholder groups, such as governments, farmers' unions, scientists or environmental non-governmental organisations, on the reform proposals of the European Commission are analysed. This analysis formed the basis for discussion at an international conference in 2012, the results of which are also presented. Important conclusions drawn from this analysis are that there is a clear need to develop a long-term strategy for the CAP and to reconsider the function of direct payments.

Book excerpt: High levels of support to the agricultural sector in OECD countries have raised average incomes, although there are still wide disparities by farm size, type and region and a higher incidence of low income among farm households. However, the great bulk of this support is still delivered through mechanisms that distort production and trade and are inefficient in generating increased net income for farmers. This report reviews the farm household income levels, discusses the influence of agricultural, tax and social security policies on them, and examines the effectiveness of commonly used policy interventions. It concludes that budgetary payments which are separated from agricultural activity and targeted to farm households that need them would transfer income much more efficiently.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
