Book excerpt: It is evident to virtually everyone that future military operations will include urban operations far more often than not. In fact, operations in densely populated, built-up areas already frequently dominate U.S. armed forces deployments. Over the past decade, Service training initiatives have reflected a renewed interest in preparing for such contingencies. However, members of Congress have expressed concern that these efforts were insufficiently coordinated. Therefore, Congress requested that a study be conducted of how the military community might better orchestrate its resources to improve readiness for forcewide urban operations. Three sponsors -- the Office of the Secretary of Defense Readiness; J7, U.S. Joint Forces Command; and Joint Urban Operations Office, J9, U.S. Joint Forces Command -- asked the RAND Corporation to undertake the task of developing a joint urban training strategy for the period 2005-2011 to assist in meeting this objective. This monograph presents that strategy. It will be of interest to individuals in the government, nongovernmental organizations, private volunteer organizations, and the commercial sector whose responsibilities include the planning, policy, doctrine, training, funding, and conduct of actions undertaken in or near urban areas in both the immediate future and the longer term. This research was conducted for the Department of Defense within the International Security and Defense Policy Center and the Forces and Resources Policy Center of the RAND National Defense Research Institute, a federally funded research and development center sponsored by the Office of the Secretary of Defense, the Joint Staff, the Unified Combatant Commands, the Department of the Navy, the Marine Corps, the defense agencies, and the defense Intelligence Community.

Book excerpt: The urgent requirement for US Army preparedness in conducting urban operations (UO) is very real. As global urbanization continues to increase, the contemporary threat environment makes operations in cities impossible to avoid. The past decade has demonstrated through the American experiences in Mogadishu and Russian experiences in Grozny, less capable forces will attempt to use urban terrain asymmetrically to even the balance of power against technologically superior military forces. While we have always had a serious requirement to conduct urban operations, the very nature of the cold war, which was successful by its deterrence, prevented us from ever having to face the reality of fighting such urban engagements. In the post-cold war era, the U.S. Army is forced to face the realities of fighting in the urban environment. It is not enough to speak of preparing for "future urban operations"; the future is here today and the Army must be prepared to engage in urban operations even as it moves towards the objective force. Being prepared means having solid doctrine, realistic training programs and facilities, and appropriate equipment to ensure success on the urban battlefield when the time comes to fight there. This book asks the question, "Is the US Army adequately preparing for contemporary and future urban operations?" To determine the answer to this question, the book 1) examines the urban threat, 2) analyzes the Army's current and evolving urban operations doctrine, 3) analyzes its urban training and training infrastructure, and 4) determines how effectively equipped the force is for operations in the urban environment. This book determines that while there has been a significant improvement in the Army's urban operations doctrine, the Army still remains under-prepared for urban operations, because it is still not training UO as a joint and combined arms team across the full spectrum of operations. This is in large part due to continued shortfalls in training infrastructure and a lack of UO specific equipment in units. While there are existing plans and funds to correct some of these deficiencies over the next decade, the Army cannot afford to wait. Thus the book concludes that in the near term, the Army must maximize UO training at every level capable in order to validate doctrine, learn how to fight, and develop needed equipment for urban operations.

Book excerpt: "The current environment of worldwide ambiguity, combined with U.S. military force reductions and fiscal austerity, creates numerous challenges for the Joint Force. As the individual services deal with the realities of constrained resources and competing objectives, there will undoubtedly be consequences, unintended or otherwise, to protect core competencies at the expense of "true" joint integration. The proliferation of anti-access and area denial (A2/AD) strategies by nations unable to match US military capabilities further complicates America's ability to project power worldwide. While the Joint Force deals with all the various internal challenges in both the near and distant futures, it must not lose focus on the external challenges. Only a Joint Force that retains specified integrated competencies and regularly trains integration and training constructs for Joint Forcible Entry Operations are insufficient to meet National strategic requirements and leaves the military at risk of mission failure, or victory with unacceptable losses or consequences. On numerous occasions, since 1942, the United States has demonstrated a willingness to use joint forcible entry operations to achieve operational and strategic end states worldwide. Oftentimes, the mere threat of employing a competent and capable force served as a deterrent to nations who threatened U.S. national interests abroad. This thesis utilizes historical case studies to bridge the past use of forcible entry operations to contemporary and future operational and strategic requirements. This thesis explores current U.S. strategy, doctrine and emerging concepts. It concludes with a recommendation for an improved collective training exercise to prepare the joint force for emerging A2/AD threats."--Abstract

Among the many spatial and graphic terms used to describe cities in urban studies, the word target is rarely encountered. Though equally spatial, it differs from these others by implying some motive force, and, more than that, a force with some intentionality. To target is to aim, to project, and ultimately to impact. It suggests a space of violence, or at least action, or movement resulting in displacement, which most other terms do not. In that sense it is useful, underused, and perhaps revelatory. Rather than approach the city as simply a site of growth, processes, and developments, the contributors to this volume treat it as the recipient of attentions. The work draws on a wide variety of geographical sites and historic monuments in order to explore this concept, examining and challenging current urban theories.
