Book excerpt: A North Korean government collapse would have serious consequences in North Korea and beyond. At the very least, a collapse would reduce the already scarce food and essential goods available to the population, in part due to hoarding and increasing costs. This could lead to a humanitarian disaster. Factions emerging after a collapse could plunge the country into civil war that spills over into neighboring countries. Weapons of mass destruction (WMD) could be used and even proliferated. This report examines ways of controlling and mitigating the consequences, recognizing that the Republic of Korea (ROK) and its U.S. ally will almost certainly need to intervene militarily in the North, likely seeking Korean unification as the ultimate outcome. But such an intervention requires serious preparation. North Koreans must be convinced that they will be treated well and could actually have better lives after unification. The allies need to prepare to deliver humanitarian aid in the North, stop conflict, demilitarize the North Korean military and security services over time, and secure and eventually eliminate North Korean WMD. Potential Chinese intervention must be addressed, ideally leading to cooperation with ROK and U.S. forces. Plans are needed for liberating North Korean political prisons before the guards execute the prisoners. Property rights need to be addressed. The ROK must sustain its military capabilities despite major reductions in force size due to very low birthrates. And ROK reluctance to broadly address North Korean collapse must be overcome so that plans in these areas can move forward.

Book excerpt: Most discussions pertaining to the nuclear proliferation and reunification issues on the Korean Peninsula privilege the position and role played by the United States. In the first volume of its kind, this collection of essays presents the challenges faced by the Koreas against the context of the changing relations between China and Japan. Strategically nestled between these political giants, the Korean Peninsula has traditionally been “seen” as a sphere of influence by Tokyo and Beijing. Regardless of the escalating difficulties in recent Sino-Japanese relations, this volume argues that avoiding all-out conflict and ensuring a nuclear-free Korean Peninsula are certainly strategic goals that both China and Japan still share. Neither China nor Japan wishes to be dragged into a war started by North Korean belligerence, South Korean aspirations or American adventurism. However, despite alternating between political pressure and diplomatic efforts, Japan and China have found it extremely difficult to guide the tone and direction of politics in intra-Korea affairs. Conversely, both South and North Korea have been extremely adept at fending off any perceived attempts to influence their domestic and foreign policies. Pyongyang and Seoul have shown remarkable political gumption and diplomatic skill, not only resisting Great Power influences but even managing to advance their political agendas in this very tempestuous neighbourhood. One fundamental question this volume addresses is whether the developments on the Korean Peninsula could and should be considered independently from developments in Sino-Japanese relations. Through addressing different dimensions of the interaction between the Koreas, China and Japan in the 21st Century, this volume makes a valuable contribution to study of the international relations of Northeast Asia.

Since then, studies of social science have focused more on the external phenomenon that caused the collapse of the socialist system. Immediately after building the system, much attention was centered around the ‘revolution of a society and the establishment of the system,’ until it was replaced by the ‘maintenance of the system.’ The disintegrated socialist system was a part of living mechanism that was introduced to manage human societies in the former Soviet Union, including Central and Eastern European countries. The living mechanism has endured in a collective manner through diverse organically-connected fields. Therefore, the theories of socialist system is to simultaneously analyze the political, economic, and socio‐cultural transformations by taking this organic living mechanism into consideration. In addition, this analysis is subject to be established based on a generalized perspective which is commonly drawn from various examples regarding the system transformation. Upon these studies, we have continued on the analysis of the costs and benefits of Korean Unification which was launched in 2011. In this year’s research, we decided to view lessons from the system transformation and integration of the countries that had already undergone similar processes. Scholars from seven different countries were asked to submit papers on the analysis of system transformation or integration on their countries as well as the implications on the unification process of the Korean peninsula. Various implications, concerning Korean unification, are suggested by each scholar. In Poland’s perspective, seeking consensual relations with major powers in the Northeastern Asia seems to be an encouragement of the unification process. Polish case indicates that in the unified Korea, some major economic efforts must be undertaken to lift out the North Korean population from poverty. Romanian scholar mentioned mainly about how the economy should be transformed and how the North Korean totalitarian managements should be dealt with after the unification. Czech and Slovenia pointed out that the biggest obstacle in their system transformation was the ‘socialist way of thinking’ which had been indoctrinated into the population so that Korean must take it into consideration. Ukraine and Kazakhstan cases suggest that South Korea has to take a great caution not to make radical economic reforms in the Northern part of the unified nation which could lead to an anti-unification sentiment among the North Koreans. Irish case puts emphasis on the normalization of relations between North and South Korea, which is not likely to be accomplished in a short period of time. Vietnamese case presents meaningful implications and suggestions on the possible economic reforms in North Korea. Finally, the last part of this book includes suggestions on South Korea’s policy toward North Korea, as well as the South’s foreign policy during the whole process of Korean unification. Some typical points that should not be overlooked are as follows. First, South Korea needs to keep an eye on the North Korean scholars in case of a precocious achievement of reformation, open-door policy, or unification. Second, the South Korean government should persuade the advocates of reform and open-door policy in North Korea to stand independently and gain the majority of parliamentary seats, or join negotiations for unification. Third, South Korea needs to urge the North to undertake a gradual economic reform rather than a radical one when those who favor the reformation and open-door policy seize the power of the country. Fourth, the prompt dissolution of North Korea’s Supreme People’s Assembly is prerequisite for unification of Korea, for it can be an obstacle in the process of North Korea’s system transformation. It provides a valuable ranking of U.S. interests, and calls for a firm commitment from the Obama administration to seek denuclearization of the Korean peninsula, backed by a combination of sanctions, incentives, and sustained political pressure, in addition to increased efforts to contain proliferation. It notes that China's participation in this effort is vital. Indeed, the report makes clear that any hope of North Korea's dismantling its nuclear program rests on China's willingness to take a strong stance. For denuclearization to proceed, China must acknowledge that the long-term hazard of a nuclear Korea is more perilous to it and the region than the short-term risk of instability. The report also recognizes that robust relations between Washington and its allies in the region, Japan and South Korea, must underpin any efforts to deal with the North Korean problem. It looks as well at regime change and scenarios that could lead to reunification of the peninsula. At the same time that the Task Force emphasizes the danger and urgency of North Korea's behavior, it recognizes and applauds the beneficial U.S. relationship with South Korea, which has proved to be a valuable economic and strategic partner. In this vein, the Task Force advocates continued close coordination with Seoul and urges prompt congressional passage of the U.S.-South Korea free trade agreement.
