Book excerpt: This letter provides information regarding lessons learned in the preparation and conduct of the 2009 election in Afghanistan. Strengthening the electoral system in Afghanistan is a key component of the U.S. government's democracy and governance strategy. The 2009 elections exhibited some of the same difficulties of the first election cycle from 2004 and 2005, according to USAID. Reports from official election observers, independent election analyses, independent audits, and participants in conducting the election, including donors, the Afghan government, and the United Nations, all point to deficiencies that resulted in fraud and weaknesses in the Afghan electoral process. In assessing these reports, SIGAR identified 16 issues as the most significant and widely acknowledged problems facing Afghanistan in the preparation and conduct of the 2009 elections. The issues, grouped into two categories, include (1) operational issues that contributed to vulnerable electoral processes, and (2) long-term issues that require electoral reforms and political will by the government of Afghanistan. Operational problems such as inadequate electoral procedures led to widespread fraud in ballot counting. Lessons learned included identifying polling stations well in advance to ensure sufficient logistics and security support; controlling printed ballots to prevent fraudulent voting; enabling and educating candidate agents and election observers; completing electoral activities before sundown due to security; tallying votes quickly to avoid manipulation; making results forms tamper resistant; tabulating votes in a transparent manner; and addressing and resolving complaints quickly.

Book excerpt: In the context of a review of U.S. strategy in Afghanistan during September-November 2009, the performance and legitimacy of the Afghan government figured prominently. In his December 1, 2009, speech announcing a way forward in Afghanistan, President Obama stated that the Afghan government would be judged on performance, and "The days of providing a blank check are over." The policy statement was based, in part, on an assessment of the security situation furnished by the top commander in Afghanistan, General Stanley McChrystal, which warned of potential mission failure unless a fully resourced classic counterinsurgency strategy is employed. That counterinsurgency effort is deemed to require a legitimate Afghan partner. The Afghan government's limited writ and widespread official corruption are believed by U.S. officials to be helping sustain a Taliban insurgency and complicating international efforts to stabilize Afghanistan. At the same time, President Hamid Karzai has, through compromise with faction leaders, been able to confine ethnic disputes to political competition, enabling his government to focus on trying to win over those members of the ethnic Pashtun community that support Taliban and other insurgents.

This analysis reveals that corruption substantially undermined the U.S. mission in Afghanistan from the very beginning of Operation Enduring Freedom. It concludes that failure to effectively address the problem means that U.S. reconstruction programs, at best, will continue to be subverted by systemic corruption and, at worst, will fail. The status of Afghan women is amongst the worst in the world and eighty seven per cent of women experience some form of domestic abuse during their lifetime, according to the UN. Women who participate in public life also do so at significant risk to their safety. The UK Government has said it is committed to protecting and promoting the rights of women and girls in Afghanistan and women's and girl's empowerment is a departmental priority for DFID globally. But the International Development Committee inquiry found too little practical evidence of this in DFID programmes or funding. The Department should start by examining what programmes have been effective for women in Afghanistan, then draw up a plan to expand these programmes, while doing all it can to secure commitments from other donors, such as the US, the EU and the World Bank.The Committee is recommending that the UK Government reconsider the DFID's focus on creating a 'viable state', giving greater emphasis to the provision of services and alleviating poverty. The Afghan people want their country to succeed, and the UK should continue to support them with a major aid budget in the country after the troops leave
