Book excerpt: After an introduction on the challenges faced by Canada in a world where powerful new digital technologies are becoming the infrastructure for a society based on exchange of ideas, information, knowledge, and intelligence, this report addresses the key economic and technological issues related to building an information infrastructure for the new economy. Chapter 3 focuses on the Internet's new importance and examines what governments and the private sector should do to ensure that its potential commercial, social, and cultural benefits are fully realized by all Canadians. Chapter 4 examines the measures needed to ensure that Canadians retain access to basic telecommunication and broadcasting services, promote access to information highway services, and define universal access in a knowledge society. Chapter 5 looks at ways to ensure that the information highway makes room for Canada's cultural distinctiveness and linguistic duality. Chapter 6 examines how to ensure that the information highway contributes fully to job creation and economic growth. Chapter 7 focuses on employment and workplace issues and the need to modernize labour standards. Chapter 8 examines how government must move quickly and aggressively to become a model user of information technology. Book Preparing for Life in a Digital World

Download or read book Preparing for Life in a Digital World written by Julian Fraillon and published by Springer. This book was released on 2020-02-14 with total page 297 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Open Access book summarizes the key findings from the second cycle of IEA’s International Computer and Information Literacy Study (ICILS), conducted in 2018. ICILS seeks to establish how well schools around the globe are responding to the need to provide young people with the necessary digital participatory competencies. Effective use of information and communication technologies (ICT) is an imperative for successful participation in an increasingly digital world. ICILS 2018 explores international differences in students’ computer and information literacy (CIL), namely their ability to use computers to investigate, create, and communicate at home, at school, in the workplace, and in the community. Participating countries also had an option to administer an assessment of students’ computational thinking (CT), focused on their ability to recognize aspects of real-world problems appropriate for computational formulation, and to evaluate and develop algorithmic solutions to those problems, so that the solutions could be operationalized with a computer. The data collected by ICILS 2018 show how digital competencies can be assessed using instruments representing authentic contexts for ICT use, and how students’ CIL and CT skills relate to school learning experiences, out-of-school contexts, and student characteristics. Those data also show how learning technologies are used in classrooms around the world. Background questionnaires asked students about their use of ICT, and collected information from teachers, schools, and national education systems about the resourcing and teaching of CIL (and CT) within their countries. The results of ICILS 2018 will enable policymakers and education systems to develop a better understanding of the contexts and outcomes of CIL (and CT) education programs.

Book excerpt: In this book, Cees J Hamelink proposes an answer to - how should democratic societies organize cyberspace? - that puts human-rights, rather than profit, at the top of the agenda. He argues that conventional ethical approaches are all seriously flawed. There is a growing volume of moral rules, netiquettes and codes of conduct, but they are of little help in solving the moral dilemmas raised by the new technologies. In this book the author analyzes the inadeqacies of current global governance policies and structures that underpin them, and argues for standards which put justice, human security and freedom first.

Book excerpt: In Prometheus Wired, Darin Barney debunks claims that a networked society will provide the infrastructure for a political revolution and shows that the resources we need for understanding and making sound judgments about this new technology are surprisingly close at hand. By looking to thinkers who grappled with the relationship of society and technology, such as Plato, Aristotle, Marx, and Heidegger, Barney critically examines such assertions about the character of digital networks.

Book Street Protests and Fantasy Parks

Download or read book Street Protests and Fantasy Parks written by David Cameron and published by UBC Press. This book was released on 2002 with total page 196 pages. Available in PDF, EPUB and Kindle. Book excerpt: The speed and intensity of global integration in the last two decades have provoked serious debate about the human impact of globalization and deep concern about the capacity of the state to provide social justice. Street Protests and Fantasy Parks focuses on two dimensions of globalization: the cultural and social realities of global connection and the uneasily shifting role of the state. While global processes are fusing societies and economies more deeply than ever before, the editors argue that obituaries for the state are premature, if not wholly inappropriate. These essays examine a series of compelling case studies -- the entertainment industry, citizenship, social activism, and wired communication -- to assess the choices states have and the consequences of those choices for culture and society.
