Available in PDF, EPUB and Kindle. Book excerpt: The Inuvialuit Land Administration (ILA) has a mandate to administer Inuvialuit lands with respect to a broad range of land uses. In terms of granular material, the ILA is to ensure these resources are available and will remain so in the future as stated in the Inuvialuit Final Agreement (IFA). This task will involve matching sand and gravel demand with supply while considering the possibility of changing demands due to commercial developments, infrastructure projects, etc. Management will be faced with the fact that granular deposits are limited in occurrence and essentially non-renewable. In addition, in order to administer to all land users, a means of reconciling conflicting uses equitably and within a forum that allows public (stakeholder) input from the start is critical. A granular resource management plan will enable the ILA to carry out its mandate more efficiently with respect to the administration of granular reserves on private lands of the Inuvialuit Settlement Region (ISR). The plan is currently in the conceptual stage and there are several preliminary tasks required before the planning process can commence. The Northern Granular Resource Program, Northern Affairs Program, DIAND (NGRP) is coordinating projects in support of this initiative including: granular resource inventories, a granular management planning guide, as well as other preparatory work, the description of which, is outlined in this document. Integrated Mapping Services (IMS) was contracted (Contract No. A7134-6-0008) by NGRP to complete preparatory work for the Inuvialuit Region granular management plan. The objectives of the contract concern the assessment of the existing data model designed for this planning process, making liaisons with ILA and their partners to establish common ground regarding the actual plan, plan parameters, and the systems required. In addition, a planning framework was developed that describes various planning principles including plan content, use of mapping systems, and integrated resource management planning -- ASTIS (online) Bibliography.

This initiative was prompted by the increase in activity in the Mackenzie Delta area due to the proposed natural gas pipeline project and by the recent personnel changes for Inuvialuit Land Administration and Department of Indian and Northern Development. The intention was to provide new contributors to the planning process some background information and a summarization of work completed to date toward the establishment of a joint granular resource management plan. Recommendations for further work are presented with the intention to provide discussion points for the new participants of the working group in the promotion of the development of the formal plan. While all have been suggested as ways of contributing to the development of the plan, there is no presumption any or all would be implemented. The new working group, once established, will be mandated with the decision making process. ... Book excerpt: "This report documents the work performed under contract #20-03-0304 between the Department of Indian and Northern Affairs and Cal Data Ltd. to enhance the Inuvialuit Settlement Region Granular Resource Management prototype web site by the addition of information and functionality. This work builds on the initial prototype site developed by Cal Data Ltd. in March of 2003. Under the current contract the basic software that delivers the site was upgraded, additional information was added to the site, new report display capabilities were developed, additional background imagery was added, existing imagery was reorganized to speed delivery and database editing tools were added. The added information and functionality show the site to be much more than a simple map display system. The site has become an information management and query tool with the map display acting as a user interface rather than just an end in itself. The site is now capable of sophisticated distributed database review and verification functions. Now the site takes advantage of information hosted on three other MapGuide sites without having to duplicate this shared information or have it pass though the server. These other sites provide access to sophisticated databases of their own to enhance the resources available to the user of this site. The site covers the south east portion of the Inuvialuit Settlement Region, primarily between Tuktoyaktuk and Inuvik and the Mackenzie Delta. Future development of the site should include expanding the coverage to the whole of the ISR. Additional granular resource studies are available to be added to the site to provide more complete coverage of the Settlement Region and more in depth coverage. The basic tools envisioned for the site are now in place and only require adaptation to specific user defined tasks. A significant objective that remains to be satisfied is the acceptance of the site for routine operations by various groups and individuals involved in the use and management of granular resources in the Inuvialuit Settlement Region. Continued demonstration of the sites capabilities and education of potential power-users of the site is required to achieve this goal. ... The objective of this contract is to enhance the data content and functionality of the previously constructed prototype web site used to provide access to information related to the development of a regional granular resources management plan for the Inuvialuit Settlement Region"--Page 1.

Directed by the INAC scientific authority, Bob Gowan, EORIT prepared and delivered an updated Inuvialuit Granular Resource Management System in anticipation of the unique information management requirements of Inuvialuit Settlement Region. This report concludes the development of a Granular Resource Management System for the Inuvialuit Settlement Region Land Administration and the creation of archive quality CD-ROM backup. Book excerpt: This report presents the findings and recommendations of a study to 'investigate the feasibility and requirements of developing an Internet-based information mapping and exchange system that would be used for information sharing and consultation regarding the development of a regional granular resources management plan for the Inuvialuit Settlement Region'. The research for this study was performed in conjunction with a similar study that investigated 'the feasibility and requirements of developing an Internet-based information system that would be used to disseminate oil and gas tenure and related data, covering the Beaufort Sea and Mackenzie Delta areas'. The two projects cover very similar regions, have similar audiences and would utilize many of the same data sets. The major task of the investigation was a review of existing data, data providers, infrastructure and potential users through interviews and site visitations. In excess of 45 people were interviewed in person on location in Ottawa, Calgary, Yellowknife and Inuvik. The interviews confirmed the type and location of existing information. They determined that in virtually all cases this information would be available to this proposed project. There was concern that the proposed project would be just another web site duplicating the efforts of the already numerous sites delivering data and maps pertaining to the Inuvialuit Settlement Region. The interviews identified a variety of potential uses for the system beyond the primary function of providing support for the development of the Granular Management Plan for the ISR. Investigation of the Internet infrastructure shows that all locations except Tuktoyaktuk and some other outlying settlements will have at least ADSL service within the next month or so. The outlying settlement regions will be restricted to dial- up Internet access for the foreseeable future. In general this will mean Internet access speeds of between 14,400 and 28,800 baud. An Internet-centric map and data distribution system is recommended that will provide the required support for the granular resource management exercise plus provide a valuable framework for the integration of the existing dispersed and diverse information required for land use planning tasks in the ISR. The framework is based on commercial off the shelf software and standard, easily maintained hardware. The system is centered on the MapGuide web mapping software and ColdFusion web-development and database access and reporting software. Both software packages have been in use on the Internet for more than 7 years, are supported by major corporations and have excellent training and user support programs. The proposed software and system design will provide the functionality required to allow authorized users to construct maps, input and edit map data and have access to all the system's pooled information from anywhere on the Internet. General users will be able to view the constructed maps over low bandwidth Internet connections (based on well designed maps) and perform common GIS functions through a standard web browser. An add-on viewer will be required for this added functionality or simple map viewing will be an option for casual viewers with no map viewer. ... System set-up, data loading, granular management tool development and initial 6 months of operation should be accomplished within a $100,000 budget. The primary focus of the work was to enhance the Inuvialuit Settlement Region Granular Resource Management prototype web site by the addition of information and functionality. This work builds on the initial prototype site developed by Cal Data Ltd. in March of 2003 with periodic enhancements, March 2004, March 2005 and March 2006. During this contract a significant number of new map layers were added to the primary map. The Autodesk DWG format was tested in several new layers and proved successful. Detailed topographic contours were added where available from the NWT's detailed air photo project. Assistance was provided to other INAC contractors to facilitate the inclusion of their information products into the web-map. Assistance and guidance were provided to one contractor, Brian Eddy, who created a new map describing the Beaufort Sea granular resources by remotely accessing the Cal Data Ltd server and software. An evaluation of the new Autodesk MapGuide software was performed by building a site based on the Open Source version of this new software and loading representative data layers for the existing site. Testing is ongoing but initial analysis suggests this news software can meet the requirements of the site. In light of the discontinuation of the current MapGuide software by Autodesk replacement software will be required to carry the site into the future" -- page 1.

A third site hosted by NEB has been withdrawn while they build in-house capacity. These other sites provide access to sophisticated databases of their own to enhance the resources available to the user of this site. A significant objective that remains to be satisfied is the acceptance of the site for routine operations by various groups and individuals involved in the use and management of granular resources in the Inuvialuit Settlement Region.
