Findings include that the regional economy grew by 5.5 per cent in 2004, outstripping the most optimistic forecasts, whilst the regional per capita GDP rose by about four per cent. In 2005, GDP growth is projected to be about four per cent.

Book excerpt: This document contains an analysis of and statistics on the economic performance of the region as a whole and of individual Latin American and Caribbean countries in 2003. As predicted by ECLAC in its midyear projections, the economy of Latin America and the Caribbean has grown by 1.5% in 2003. In contrast, the region's per capita GDP remained flat at 1.5% below the 1997 level. The lowest point of the cycle came in the first quarter of 2002, after which the economy began to make a mild recovery. The regional economy is expected to grow by 3.5% in 2004, leaving behind the "lost" six-year period that went before, and gradually entering into an expansionary cycle. For the first time since 1997, there is no Latin American economy for which negative growth is projected.

It argues that the currency depreciation seen in several countries in the region could, if sustained, increase incentives for investment in tradeable sectors other than the region's traditional exports (commodities), while redirecting expenditure to ease pressure on the current account. Growth-supporting industrial, trade, environmental, social and labour policies that take into account the needs of small and medium-sized enterprises, could help lessen the region's structural heterogeneity. Growth combined with greater equality would thus gain economic and social sustainability, with greater reliance from investment and exports than before. It is argued that this combination would be aided by social covenants for investment.
